ICDS scheme not reaching deserving people | Officials siphon off funds | | A B Sharma

Reasi, Apr 1: The Integrated Child Development programme taken up by the Social Welfare Department in Reasi district remains a non-starter as many issues related to the corrupt practices undertaken by the department as well as the officials concerned have come into the light. The anganwari centres in different villages which are designated to take care of the nutrition of the children are non-functional as the women workers and helpers deputed in these centres do not pay attendance to these centres and whatever nutrition and other allied things that come for the children is either sold out to the dealers or is kept in possession with the women deputy and helper in connivance with upper staff. This has brought great resentment with the people of the villages viz. Kanna, Sadeen , Bharakh, Latter, Ransoo and Shiv Khori where these angwanwari centres exist, but are not taken care of by the officials. The villagers allege that such anganwari centres only exist on papers as no benefits percolate down to actual beneficiaries. They also allege that helpers and workers in these anganwari centres do not perform their duties on regular basis as no children are reported seen in these centres availing the benefits under ICDS. "There is a connivance between the higher officials and the Helpers and workers of anganwari centres as whenever the officials conduct survey of these centres, the helpers and workers are conveyed at the centre and children are hired on petty expenses to remain present at the centre," said one of the parent of the child in the village Ransoo. He also informed that the funds released for the nutrition purposes are siphoned off by the officials as they sell the food grains to the shopkeepers and remaining amount is distributed among the helpers and workers of the ICDS at anganwari levels. It is pertinent to mention here that the post of the programme officer is lying vacant in the social welfare department for last five months and there is no authoritative head to be reported about the mismanagement of affairs in the anganwari centres. No official attendance of the children is done in the centres while the helpers and workers mark their attendance and leave the centre which remains deserted for entire day. In-charge Mission Director Jammu Hasmat Ali Jatoo when apprised of the situation prevalent in the department said that he will take the cognisance of the matter and set the things right. "I will take stern action against the defaulters from upper hierarchy to the lowest rung and anybody found guilty would be taken to task ," said Hasmat Ali Jatoo. |
