Srinagar, Apr 25: In another example of wrong doings in ARI Stationery and Printing department, a Jammu division employee, who was on deputation to Srinagar, has been "illegally" promoted here in gross violation of the rules. According to a complaint letter dispatched by Government Press Employees Association to Governor, Secretary ARI Stationery and Printing department and Director Stationery and Office Supplies, Sajad Hafiz Khan was appointed in Rambir Government Press Jammu as machine man in divisional cadre post in 2006 through SSRB. However, in 2008, he managed his "illegal" transfer to Government Printing Press Srinagar. However, officials protested against his "illegal" transfer according to the employee's complaint letter. Following which according to Govt order No 26-ARI on October 10, 2013 the authorities shifted Sajad Hafiz Khan on deputation to Directorate of Stationery and Civil Supplies Kashmir to his post equivalent to machine man and his lein was fixed to his parent department RambirGovt Press Jammu. "But some vested interests managed to promote him illegally to the post of Bill Computer at Govt Press Srinagar, which is against the SRO-154 of 1985 as well as to Press Subordinate Service Recruitment Rule," says the complaint letter. It says the Press Subordinate Service Rule allows only persons working on the post of out-turn checker to be eligible for the post of Bill Computer and SRO -154 of 1985 does not allow the divisional cadre post of Kashmir to get filled by divisional cadre post of Jammu and vice-versa and Sajad's promotion is "illegal". "Some vested interests are trying to claim arrears of having grade of Bill Computer (9300-34800+4280) from Stationery and Office Supplies department despite having only deputation order No 26-ARI of October 25 2013 to the post equivalent to machine man (9300-34800+4200)." The employees have sought the vigilance probe so that officials' involved in this "scandal" are booked under law. But sources said some employees were trying to hide the matter and had stopped the complaint letter of employees union so that it would not reach to the higher authorities. Secretary ARI Stationery and Printing department Anal Gupta said he didn't receive any such complaint. "If I receive any complaint then will act on it," Gupta said. This is not for the first time that such wrong doings have surfaced in the department. Earlier, in December 2013, 6.5 tonnes of metal went missing at Govt Printing Press Srinagar and the enquiry and audit report into the pilferage had indicted its officials for dereliction of duty and stealing of the metal. Besides, it has recommended a high level investigation to reach to the culprits involved in the pilferage of metal. "However no action was taken and the file has also been shelved," an official said. "The metal was kept in that particular unsafe store with some ulterior motives and a malafide intention to shift it outside the Press easily, as it was approachable to the load carriers and other vehicles. It was reported that during the renovation work which lasted for at least 5-6 months between December 2012 to May 2013, a No of load carriers were frequently plying inside the Press premises for loading and unloading of different construction and renovation materials even on holidays," the enquiry has said. The enquiry report has stated that the issue needs to be investigated by the investigating agency to reach to the real culprits and metal may be recovered at the earliest. However, the Secretary said the file was pending with the IG Crime. According to the audit report submitted by Director Audit and Inspections J&K, says that physical verification of stock and stores should be conducted at least once in a year, as per the format given in the annexure (c) to rule 8.29 of the code. "All discrepancies noticed must be properly investigated and brought to account immediately so that stores accounts represents true state of stores. In case of deficiency, the head of the office should fully investigate the cause of that deficiency," the audit report has said. A Vigilance probe was also sought into the "embezzlement" of funds and procurement of "low standard" printing material at a higher cost. Earlier, a letter was sent to the Chief Minister, State Vigilance Commission, Chief Secretary and Minister of State for Stationery and Printing, seeking probe, how the low standard printing material was purchased at a higher cost. It has also been mentioned in the letter that printing contracts were only allotted to firms of kith and kin, of the officials of the government press. |
