Hundreds of arms licenses go invalid in Jammu as deadline for digitization ends | Lack of awareness campaigns by district admin | | Arun Singh Early Times Report JAMMU, May 4: The deadline for digitalization of arms licenses has ended, leaving hundreds of arms invalid or illegal. The Union Ministry of Home Affairs had fixed the deadline for the digitalization of arms licenses on March 31, 2016, but there was poor response from the arms holders to get their arms licenses digitalized as only 20% of licenses were entered by the District Administration Jammu under National Database of Arms Licenses (NDAL). "Hundreds of arms licenses yet to be entered as the holders could not reach the concerned office due to lack of awareness about the process, but ever since the website has been closed by the Union Ministry of Home Affairs, the people visiting district administration to get their arms licenses entered, are compelled to go back due to closure of website," sources said. They blamed lack of awareness campaigns by the administration, as a result many arms license holders particularly living in far off areas remained ignorant of the importance and process for digitalization. "If district administration had started the wide awareness on the digitalization of arms licenses, the target could have been achieved in two years of period of time," they alleged further adding that the time period for the digitalization should have been of minimum three years as arms licenses have to be renewed after every three years which could have been easily possible for arms licenses holders to get their arms licenses digitalized. "With the end of deadline, the arms licenses which could not be entered have become invalid technically and so their arms," they said. Pertinently, the Union Ministry of Home Affairs had initiated the project for digitalization in 2014 in which details of arms license are entered and a unique identification number is assigned to the license holder. The licensing and renewing authorities were supposed to enter the data in the electronic automated system developed by the National Informatics Centre for the purpose which shall generate a unique number without which no arms license shall be considered as valid. |
