MLA becomes 'Betaj Badshah' Employs 2 Govt officials as his PROs 5/7/2016 12:14:55 AM Early Times Report Rajouri, May 6: The powerful MLA in Rajouri district has become a 'Betaj Badshah' of his constituency and is allegedly coercing the officers of all the departments of the district to abide by his directions or face his wrath. The locals have sought intervention of the CM to rein in the MLA, who has unleashed terror in his constituency. Flouting rules and government orders, the directions given by him become the "royal writ" which over rules all regulations and norms. While according to the government order no MLA or MLC can engage a Govt employee as PRO, the powerful MLA Nowshera Ravinder Raina has two PROs Sachin Kumar - a government employee working as Sewak in tehsil Sunderbani and Parveen Kumar, again a government employee working as Assistant in the Office of BDO Sunderbani. Parveen is son of BJP district president Capt (Retd) Som Datt. Even if a Minister desires to have a government employee as his PRO, its order is issued by the GAD. Almost all the departments complain about shortage of staff but on the other hand the available staff is misused by the MLAs at the cost of their service in the department concerned. Again in the cases of execution of works costing above Rs 1 lakh, there are clear orders to go for e-tendering but these orders are blatantly ignored by the MLA and the directions are issued to Executive Engineers to allot this work without tendering and that too, to the person of his choice. The road works worth Rs 3 to Rs 5 lakhs have been executed under the directions of MLA without tender. The executive officers know it fully well that they are violating the norms, but they are unable to defy the MLA who generally claims that he has already spoken to the concerned Minister.
