Early Times Report
SRINAGAR, May 18: Despite directives from the government that coaching centers shall not operate during the schools timings, majority of coaching centers in uptown areas of Srinagar are brazenly violating these directions. Instead they keep their coaching centers open and force the students to attend the coaching centers during school hours. Sources said hundreds of students from far-off places are staying in rented accommodations in Bhagat, Parrypora and its adjoining areas in Srinagar city do not attend their school instead they attend the coaching classes during the day time which is in violations of the government directives. "These students skip their schooling and attend coaching centers. Even the principles of these Government schools and higher secondaries are encouraging them that they should complete their syllabus from the coaching centers and should not worry about their school attendances," a school teacher said. The teacher said the coaching centers charge Rs 30,000 to 35000 to each student for completion of the syllabus. As per the rules laid down by Board of School Education, there should be a minimum of 60 percent attendance for a student in all the subjects and 70 percent attendance for the practical work. "These students rarely go to school but still are being allowed to sit in examination as there is a nexus between coaching centers owners and school authorities to allow them to appear in examinations despite not attending the schools," sources said. While a parent whose daughter is studying in a private School said these coaching centers at the time of admission makes big promises and now they making our children suffer. "For the sake of the students who live in rural areas and admitted in Govt schools they are forcing our students to skip their regular classes at school. Despite forwarding the complaint to senior officials at Directorate of School Education no action has been taken yet," he said. While Director School Education Kashmir Shah Faisal admitted that he has received such complaints where the students skip their schooling and attend the coaching centres during the day time. "We will take action against such coaching centre that operates during the day time. Besides the directions have also been passed the principals of all schools in Kashmir valley that students who remain absent for 15 consecutive days shall be struck off," Faisal told Early Times. Earlier, the Directorate of School Education Kashmir had prescribed a new time table for private tuition centres after receiving complaints that they are forcing students to take classes early in the morning and during the school times which puts young children to extreme inconvenience and poses a health hazards. There are also complaints that some commercial coaching centres are run by government employees in total contravention of Service Rules, conduct rules and departmental instructions. Interestingly, JK High Court has laid down various guidelines for regulation of private coaching centres. Also, as per the rules the coaching institutes should have heating/ cooling facilities, toilet and drinking water facilities besides the installation of CCTVs and safety devices. "But these coaching centres have failed to put such facilities in place in coaching centers and have become a hub of moral activities and turned money minting machines," sources said. |
