DDB decides not to handover DC office complex to judiciary | Govt to oppose KBA PIL | | Asif Iqbal Naik

Kishtwar, May 18: In its meeting held here on Monday last under the chairmanship of Health and Medical Education Minister Bali Bhagat, the District Development Board (DDB), Kishtwar, unanimously resolved not to hand over the existing DC office complex in the town to judiciary. It said the office complex would be handed over to tehsil to run its offices as the government had no other accommodation for tehsil offices and many offices were running from private buildings. It said it would also be difficult for the administration to shift the important revenue record for which specially designed rooms were only available in the existing DC complex. As per the details available with Early Times, MLC Sajjad Ahmed Kichloo and Inderwal MLA Ghulam Mohammad Saroori raised the issue in the DDB meeting. MLC Firdous Tak and other members supported them. As all the members unanimously resolved to handover the existing complex to tehsil offices, Bhagat directed the concerned authorities to oppose the move of handing over the existing revenue complex to judiciary in the high court where Kishtwar Bar Association (KBA) has filed a PIL for the shifting of judiciary to the said complex after the Deputy Commissioner moves to New DC Office Complex at Zelna, Kishtwar, along with his staff. DC, Kishtwar, Ghulam Nabi Balwan informed the meeting that several Tehsil offices were running from private buildings and these needed to be shifted in said building complex so that people find all the tehsil offices under one roof and same will help the administration to monitor functioning and attendance of offices. Meanwhile, Patwar Association, Kishtwar, has also filed an application before the court and demanded that it be heard before issuing any formal order in this regard. The association members said they had been waiting since long for the establishment of Patwar Khanna inside the premises once the DC offices move to new complex. They said people had donated land for construction of tehsil complex and added that at the time of according district status to Kishtwar in 2007, there was no place for establishment of DC office for which they voluntary offered the place for running the DC office. They said that the existing complex was revenue complex and not district office complex. They said that for digitalization of revenue record, for establishment of settlement offices and installation of digitalization machinery also required at least four rooms. They said that KBA claimed that the existing judiciary complex was unsafe and added that how an unsafe building becomes safe for running Tehsil offices. The DDB also decided that 100 bedded additional hospital block would be constructed within District Hospital complex, Kishtwar, and there would be no shifting of existing bus stand as it would affect the business community. The issues of widening of Malipath to Kuleed road, construction of Sangpora-Viloo tunnel, starting of work on identified parking places, Naigard water supply scheme, construction of University Campus at Tingran, Stadium at Katar Samna and polytechnic college building at Cherhar were also raised in the DDB meeting. Non availability of ration at Marwah, absenteeism culture in far flung areas of Kishtwar and attachments in education department were also discussed threadbare in the board meeting. |
