I&FC executes 'Mega Project of Tawi Flood Protection bund' in violation 5/18/2016 11:16:33 PM Arun Singh Jammu, May 18: The Irrigation and Flood Control Department got executed Flood Protection Bund along the left bank of river Tawi at Sidhra costing over Rs 14 crore in sheer violation of norms enshrined under Accelerated Irrigation Benefits Programme which exclusively meant for irrigation purpose. Sources told Early Times that the Irrigation and Flood Control Department got sanctioned the project of Flood Protection Bund at Tawi River in 2008 under Accelerated Irrigation Benefits Programme misleading the center government that project would benefit for irrigation. "Shockingly, I&FC Department got executed the project by utilizing public funds meant for irrigation purpose and has spent over Rs 12 crore so far but without irrigating even an inch of cultivable land," they further alleged adding that there are many on-going flood protection projects under execution in the state which are being funded under AIBP. The issue is of serious nature as the funds meant for irrigation purpose are not being utilized appropriately and instead diverted towards flood protection works. Irony of fate is that the agriculture sector on which a considerable chunk of the population depends shall not grow if this precedence is continued in future also. Pertinently, the flood protection bund of 3550 meters had been constructed by the Flood Control Division, Jammu along the left bank of river Tawi from bridge on River Tawi at Sidhra to a few hundred meters short of Hari ki Pouri in Bahu Rakh. AIBP was launched by the GoI in the year 1996 to support states in public irrigation projects. AIBP was designed as a programme to support "last mile projects", that is, projects which are nearly completed but whose full benefits can start flowing only after small, incremental investments are made.
