Dentists seek implementation of DCI rules in JK | | | Majid Nabi

Srinagar, May 24: Accusing the state government of contradicting Dental Council of India (DCI) Rules with regards to amendment in recruitment rules, the valley based dentists and scholars have demanded direct implementation of DCI rules in Jammu and Kashmir. Pertinently DCI rules are applicable throughout India barring Jammu and Kashmir under Article 370 which gives special status to the particular state. The dentists desirous to implement DCI regulations in the state claimed that the state government by not amending its preceding policy is contradicting the rules of countries supreme governing body for all the dental colleges. They sought amendment in recruitment rules of Jammu and Kashmir Dental Education (Dental College) gazetted services 1993 at par with the rules framed by DCI in the year 2007. They said by brining the Dental Education under the direct purview of DCI all the posts of lecturers/B-Grade consultants by Public Service Commission will be advertised as per amended rules of DCI in the state. Dr Riyaz one of the scholars while talking to 'Early Times' claimed, "State is contradicting the rules framed by the governing body if the same was not made applicable, as all the BDS/MDS course regulations are framed by DCI and approved by central government under Dentist Act 1948 with the Amendment in the year 2007, Ministry of Health and Family welfare letter NO. V. 12012/3/2006-DE dated 25.07.007 Gazette of India Part III Section 04 which made revised BDS Course Regulations". He said that the DCI rules are applicable everywhere in the country except for Jammu and Kashmir, "the Dental Counsel of India (DCI) which is the governing body of all the dental colleges of the country in the year 2007 amended the rules and accordingly qualification/criteria for appointment of lecturer/B-Grade Consultants was fixed as "A recognized MDS degree of an Indian university/diploma of national board or an equivalent qualification." Lamenting at the present scenario of the recruitment, another scholar Dr Bilal, said that that SRO 75 has been framed in the year 1993 in the state and has not been amended in accordance with the rules framed in the year 2007 by Dental Council of India. According to the Scholars ,due to this discrepancy in the J&K Dental Gazetted Rules, post graduate dental surgeons is eligible for lecturers/Assistant Professor post outside the Jammu and Kashmir but not within the state.
