Keep proper surveillance on employees: SVC to Govt | | | Ishtiyaq Ahmad Srinagar, May 28: The State Vigilance Commission has directed the government to keep proper surveillance on employees by installing CCTV cameras in offices having large public interface. The step has been taken in view of the increasing corruption in the state. Jammu and Kashmir is one of the states in India having highest rate of corruption. Various anti-graft bodies have been constituted over the years whose role was envisaged to undo the damage done to the institutions by rampant corruption in the state. Despite that there has been rampant corruption in government offices. Now the SVC has directed the government to install CCTV cameras at all offices having large public interface and their recordings be preserved for minimum period of 6 months which should be periodically examined by a committee headed a by a senior officer. According to the directions, those offices who shall install CCTVs are Deputy Commissioners' office especially in work areas dealing with issuance of state subject certificates, gun licenses, character certificates, category reservation certificates. Office of Tehsildar, Naib Tehsildar and Patwar Khana to cover places of public dealing, revenue record copies, income certificates, category reservation documents, outside labour rooms of hospitals, RTO/ARTO office treasury/sub treasury. Besides it has also directed to install CCTVs in cashier/accounts section of executive engineer of all engineering departments, BDO offices, toll post Lakhanpur upto 500 meters on either side of the post, clerical halls of offices having sizeable public dealing. The SVC has directed that building permissions by SMC and JMC be streamlined in such a way that all the requisite NOCs to the applicants/clients should be provided at a single window. "The guidelines for the constructions viz area of construction, fire gaps, fire security measures etc. be notified on the website of the SMC/JMC." "All other departments/corporations offering institutional /public service need to set up single window clearance for issue of necessary licenses, certificates, NOC, permissions etc." Further it has been directed that passport verifications be carried out in a time bound manner and should be restricted to the checking of records of the concerned police station, field reports already available with SP Special Branch, CID and the index section of CID Headquarters. The departments have been told to stop premature transfers except on disciplinary grounds. It has also taken a note that hundreds of inquiries related to corruption that were referred to Government departments are pending for months and has directed departmental heads to act on outcome of complaints on fast track basis. According to the official figures, the SVC has received 3353 complaints for the last three years of which 985 were received in 2013, 1168 in 2014 and 1200 in 2015. Of the 3353 cases, 2928 have been disposed-off for further course of action. |
