FC Revenue office charges Rs 3100 for 45 pages RTI info | | | Early Times Report
Srinagar, June 20: Office of the Financial Commissioner (FC) Revenue has been caught on the wrong foot as the Public Information Officer (PIO) designated under J&K RTI Act 2009 has forced an information seeker to pay Rs 3100 for 45 paged information. Details available with Early Times reveal that one Sajad Hussain Pandit S/O Ali Mohammad Pandit a resident of Iskanderpora Beerwah in Budgam district filed an application before the PIO FC Revenue office a month back. On Monday the information seeker was called by FC Revenue Office and was given an official letter Vide Letter No: FC (Adm-RTI) 02/2016 dated 20/6/2016. The letter reads : "In continuation to this office letter No FC(Adm-RTI) 02/2016 Dated 31/05/2016 , I am to say that information demanded by you are428 pages out of which 383 pages are of A 4 size which costs Rs 766 and rest pages are large size which got copied from market on large photocopier and costs Rs 3100." While talking to Early Times Sajad Ahmad Pandit said " If A 4 size Xerox is charged @ Rs 2 , the bigger size would cost maximum Rs 10 per page , that means for rest 45 pages I had to pay Rs 450 , but I fail to understand why Rs 3100 was charged from me that too forcibly by the officials of FC office. I am trying to get justice , in 2000 the FC office appointed 100 patwaris who were earlier chainmen , I was also one of them. But neither we know who were shortlisted , how the process of selection was done. I tried to seek all the information using my right under RTI. I was made to pay such a huge fees inspite of being an un employed person . I didn't knew I will have to pay such a huge fees , but in search of justice , I paid this amount. Later on I came to know from some RTI Activists that this amount is exorbitant" Pertinent to mention that District Social Welfare Officer Bandipora was charging Rs 10 for photocopying a page of official document instead of charging Rs 2 for the same. State Information Commission (SIC) had reprimanded Director Social Welfare for committing such a mistake even after so many years of enactment of RTI Act in J&K. The SIC had told Director that before disposing off the 1st appeal he should have modified order of his subordinate officer (PIO-DSWO Bandipora) . Early Times had filed a detailed report on this issue on April 25th 2016. Sajad Hussain Pandit is now planning to file 1st appeal before FC Revenue. |
