Lobbying intensifies for 'morally corrupt' medico for Dir SKIMS post

Srinagar, July 7: Even as expose of murky love-affairs within the administration nowadays is in news -bringing disrepute for the government -some influential quarters are lobbying for the appointment of a "morally corrupt" medico as Director of the SK Institute of Medical Science (SKIMS) Soura, here.
Highly placed sources said Chief Minister, Mehbooba Mufti, who is also the chairperson of the SKIMS Governing Body, recently had a one-on-one interaction with the three top contenders, as have been shortlisted by the screening committee led by Chief Secretary BR Sharma.
While Mehbooba will have a final word on the selection of the best applicant, hectic lobbying has intensified in the corridors of power. Though all the three toppers are seen as "academically sound" and have worked at SKIMS, sources said there's some problem with "service record."
The one, who is being projected as the "best of the three", is accused of being "morally corrupt." Sources said this medico has several complaints of sexploitation against him. While the government is understood to be knowing about his "fleshy side of service record", some influential faces, including doctors have come out in his support.
Sources said in a representation to the government the lobby pleaded that: "Moral character should not be the criteria for selection of Director SKIMS, as he has to run a hospital and not any mosque or temple… We need a director not priest."
The plea has made many in the government to break into laughter peels. Sources said apart from some politicians, a coterie of medicos from within SKIMS has conveyed it to the government that moral character should not be the selection criteria.
Interestingly, one of the main lobbyist doctors is himself under scanner for his moral character. This medico was a favorite with the previous Omar Abdullah led government, which would often send him abroad in the name of "trainings", triggering controversies back home. "Though several RTIs were filed to get details about him, the then Director SKIMS came to his rescue," said a retired medico.
The female folk working at the SKIMS is equally up in arms over the issue. "How can you ignore moral character of a person? SKIMS is a sacred institution not any brothel where director will be someone who is known for sexploitation," said a delegation of females working at the SKIMS, adding they would seek a Central Bureau of Investigations (CBI) inquiry if selection is made on the basis of favoritism.
"We have decided to file a formal complaint with the Prime Minister's office if the state government resorts to any favoritism and brings in a sexist director," the female folk told Early Times.
The selection of new Director SKIMS is being seen as a major challenge for the Peoples Democratic Party-Bharatiya Janta Party alliance, which swears by "transparency and integrity."
The post of Director SKIMS fell vacant on June 2, 2016, with the superannuation of Dr Showkat Ali Zargar. The government has given the charge of Director SKIMS to Secretary Health and Medical Education Department, MK Bhandari.
Subsequently on June 12, the government concluded the 2-day screening test of the applicants. The screening committee headed by Chief Secretary, screened as many as 24 applicants for the post of new Director of the hospital marred by years of corruption and maladministration.
The applicants who were interviewed include: Dr Khursheed Alam Wani at serial No 1, followed by, Dr Altaf Rehman Kirmani, Prof Imtiyaz Ahmad Naqash, Prof Muhammad Maqbool Lone, Dr Bashir Ahmad Laway, Prof Sarman Singh, Dr Showkat Ali Mufti, Prof Javed Chowdhary, Dr Sameer Hassan Naqash, Dr Parvaiz Ahmed Koul, Dr Syed Wajid Ali, Dr Sheikh Mushtaq Ahmed, Dr Dalip Kumar Kakru, Dr Abdul Majid Ganai, Dr Syed Amin Tabish and Dr Abdul Rashid Baddoo, respectively, all of whom were interviewed on June 11.
On Sunday, those who were interviewed include Dr AG Ahangar, Dr Mushtaq Ahmed Wani, Dr Gul Javaid, Dr Adil Hafeez Wani, Dr Sheikh Aejaz Aziz, Dr Altaf Umar Ramzan, Dr Ghulam Nabi Yattoo and Dr Omar Javed Shah.
As earlier reported by Early Times, inviting all the applicants for the interview has already brought the selection process under scanner. Experts believe all the applicants should not have been called for interview because some have tainted service record, including cases of misconduct or corruption registered against them.
"The Chief Minister must get their service and personal life scrutinized before taking any final decision or else SKIMS will continue to be in ruins as it has been during National Conference regimes," said a former member of the SKIMS governing body asking not to be identified.
