Transfer of Property Bill: Jammu's fate bartered

Early Times Report

Jammu, July 7: The most controversial and the draconian Transfer of Property Bill tabled in the state legislative assembly that failed to get converted into an Act at the last minute was just not a lapse on the part of the Bhartiya Janta Party, but was a perfectly framed plan to subvert the State's sovereignty with the rest of India.
The rumor mills remained agog with varied opinions about the illiteracy of the BJP for not being able to read into the lines over the ramifications of the Bill, it had more than what met the eyes.
Highly placed sources divulged that the conspiracy to bring in Bill in the assembly was the handwork of a former minister.
The said minister who was ripped of an important portfolio and given a lesser one has been in trouble since he had started losing his closeness with the People's Democratic Party immediately after the demise of Mufti Mohammad Sayeed.
In Mehbooba Mufti's cabinet, he was an unwelcomed entry and was given a less significant post though the BJP was not in a position to immediately cull him since it had dropped its two ministers in the new cabinet.
The "turncoat" minister in the recently concluded assembly session in Kashmir was, as per sources, desperate to make inroads into the PDP good books and hence had allegedly taken the Congress' shelter for constructing a conspiracy which could suit PDP without its participation into it.
It was also learnt that the same BJP minister remained in constant touch with the PDP ministers and its coterie to ensure that the controversial Bill may get the 'go through' which however did not happen for the time being and was sent to the select committee.
This action however exposed the BJP minister's sinister designs which were not known by the other BJP ministers who were taken to task by the men and media of Jammu province for being the party to whole episode of Transfer of Property Bill.
The facts came to light on the day of the tabling of the draconian Bill in the House when, none except Pawan Gupta of Udhampur pitched his voice against the Bill. The BJP ministers seeming caught unaware of the ramifications of the Bill were nonplus as to how to react to this situation.
Though Pawan Gupta says his voice was culled by the speaker and BJP MLA R S Pathania given the charge who had brought the amendment for the Bill that later went into the select committee and saved the BJP face for the time being.
The most surprising indications came from the Congress which often claimed to be the party guarding Jammu's aspirations remained mute spectators. This apparently sent the signals that it was Congress' bigger game plan to strike deal with the PDP, which also had wanted the Bill to be tabled, but did not want to be the open party to such Bill.
