| Govt docs perform major surgeries at private clinics in Rajouri | | Authorities watch helplessly | | Early Times Report
Rajouri, July 14: Right under the nose of District Health authorities and with reported intimation to Director Health Services, Jammu, many doctors( including those posted at district hospital) at Rajouri have been conducting clinical procedures interventions, major surgeries etc in the private clinics.
Not only this but many doctors who have registered their Specialized Procedure / Intervention Clinics/ Consultant Chambers under 'clause 5 of general conditions under norms for registration and licensing of J&K Nursing Homes & clinical Establishment Act ,are also conducting major Surgeries & other major interventions, which are to be conducted in the proper Operation Theatres as per guidelines.
Many such private health care clinics, consultation chambers , establishments don't have facilities like blood bank, laboratories, proper operation theatres and above all some of them are registered on the name of other persons (including registered medical practitioner).
"The matter is in the notice of the department and has also been brought into the notice of Director Health Services and other higher authorities have been issued to such health centres and it is hoped soon a suitable action under law/rules will be taken against such doctors/private health care institutions" said Dr Mohd Younis, Chief Medical Officer.
In the recent past after their duties in the Out Patient Department (OPD) many doctors use to leave the hospital at 1.30 pm and attend the patients at their clinics/consultation chambers despite the fact that OPD timing were from 10.30 am to 3 pm and between 3 to 4 pm they were bound to visit the patients at their concerned wards.
After many such complaints Dr Mohd Younis,CMO, who joined duties at Rajouri in the month of June, visited the district hospital and issued instruction doctors to be remain in the OPD till 3 pm and then to conduct the visit to the wards.
"A surgeon has managed his posting at district hospital against 'no post of senior consultant Surgeon' for the last few years and also engaged in conducting major surgeries in a private health centre situated in the vicinity of district hospital that too registered on a name of person who is resident of district Poonch. This health centre has no facilities like blood bank, laboratory, ECG, X-Ray " said a senior officer of the department.
Like him another doctor is also conducting surgeries in a private health centre. Both the doctors are under the surveillance of the department and surprise raids are expected during next few days .
After several complaints from the general public and by the internal sources , Chief Medical Officer(CMO) Rajouri vide his office order No CMO/NHCER/2016-17/3737-52 dt 10/6/2016 with information to higher authorities has issued final notice to such Health Centres/owners to apply for the registration with Directorate of Health Services ,Jammu within a 7 days and not to operate their clinics/establishments during this period and for any violation they would face strict action under J&K NH&CE Act.
CMO office has also directed all the concerned intending persons/ owners/ consultants/ doctors of such private Health centres/consultant chambers not to conduct major surgeries/ interventions requiring operation theatre in their establishments registered under J&K NH&CE Act ,2006.
"If still they persist to carry major surgeries/interventions requiring operation theatre in their clinics, they will be held responsible for any unforeseen mishap and their registration & licensing of J&K Nursing Homes & Clinical Establishment Act will be cancelled" said senior officer.
Pertinently, after several complaints the then CMO Rajouri, Dr Chaman Bhasin on May 3 vide his office show cause notice No CMO/ES-2/JKNH&CE/R/2016-17 has issued show cause notice to 5 suchhealth establishments operating in Rajouri city to explain their position/ show their registrations etc. |
