HODs of Agriculture deptt ignore directives of higher ups
Fail to submit MPRs of CSS, Plan schemes on time

Jammu, July 14: Paying utter disregard to repeated directives issued by higher ups of Agriculture Production Department (APD) for submitting Monthly Progress Reports (MPRs) of various schemes on time, the Head of Department of various divisions have still been submitting tentative reports, instead of complete details.
Sources informed Early Times that time and again the higher ups in civil secretariat have been sending directives to Head of Departments (HODs) of various divisions to send Monthly Progress Reports (MPRs) of various Centrally Sponsored Schemes (CSS) and Plan schemes.
"It has been noticed that MPRs of various CSS and Plan schemes have not been submitted on time along with sufficient details and achievements, compelling the department to submit tentative reports to higher authorities", sources said, adding that the department higher ups have been grappling with the problem for the last many months and earlier also directions were passed to HODs to send the MPRs on time but it failed to make any difference in the approach.
An official further said that failure to send the MPRs under CSS drawn flak from Union government departments and it also led to stalling of funds under the schemes. "To end up with the practice the department higher ups have once again issued directives to the HOD's of various wings of Agriculture department to take review of the schemes vis-a-vis activity wise, physical/financial progress of the schemes by 15th of every month and submit the report by 7th of every month", sources said.
Taking a stringent view against the officers responsible for negligence and laxity approach in sending the reports, sources said the department has also decided to penalize the officers responsible. "The HODs have been asked to monitor the implementation of the schemes and recommend the shifting of officers responsible if some deviation in the funds would be found. Moreover, the increment of the executing officers/staff for the year 2016, due in July 2016, shall only be released in favour of the officers, whose performance would commensurate with the targets assigned to them", sources said.
