4 yrs on, 4 polytechnic colleges for Jammu far from completion | Announced with fanfare, left in the lurch | | G S Asgotra Early Times Report JAMMU, Oct 7: Four Government Polytechnic Colleges (GPCs) are operating from rented buildings in Jammu region since the Centre sanctioned them in 2012. The buildings for these colleges-GPC Kathua, GPC Reasi, GPC Poonch and GPC Ramban-are yet to be completed by the executing agencies concerned. "Consequentially, the administrations of these colleges are compelled to operate from rented buildings. These colleges lack labs and manpower," said a source. The callousness of the department concerned can be gauged from the fact that land for GPC Poonch was yet to be identified. Hence, the students are forced to attend their class work in the building of ITI Hostel Poonch. Similarly, GPC Reasi has been running from the District Institute of Education Training's (DIET) building. "The construction the college building is lingering on due to lackadaisical approach of the department", said a teacher deputed at GPC Reasi. The building for GPC Ramban has become a bone of contention between two executing agencies-Public Works Department and the Housing Board. Initially, the work was allotted to the former agency. Subsequently, the former allotted the work to the Housing Board. "Now, both are passing the buck for delay in construction", the source said. However, the PWD has almost completed the construction of GPC Kathua. But due to delay in releasing of state share of Rs 5 crore by the state government, the executive agency is unable to handover the building to the college authorities. When the GPCs were announced four years ago, the Union HRD Ministry estimated Rs 13 crore as the cost of construction for each building. Rs 5 crore had to provided by the state government. But so far the state government has not released its share due to which works of these colleges, except GPC Poonch, is far from completion. |
