Govt attaches influential 'on deputation', JEs holding post of MVIs | | | Ishtiyaq Ahmad Early Times Report
Srinagar, Nov 5: In response to an Early Times report about how some 'blue-eyed' on deputation junior engineers are refusing to join their parental offices, the government has attached all of them including other employees of the State Road Transport Corporation who were holding the post of Motor Vehicle Inspectors (MVIs). The government vide order no's. 76, 77, 78, dated October 26, reads that all the people holding the post of MVIs on deputation from SRTC, R&B and other departments are attached with the Transport Department in the Civil Secretariat. This newspaper had reported that around 10 junior engineers of the R&B Department were on deputation to the Motor Vehicles Department as inspectors for two years, but even after spending 10 or more years, these 'blue-eyed' officers were enjoying plum posting in the Transport Department and were reluctant to return from the deputation. Former Transport Commissioner Parvez Ahmad Khateeb had also admitted that these officials were unlawfully working in the department from last so many years. "One cannot continue the deputation period for years together. Irony is that I even transferred these officials but they came with the court directions," the Commissioner had told Early Times. Sources said that some of these on deputation JEs were holding the post of MVI from 2005. These officials were time and again asked to attend their parent department but had refused to do so. Sources said the Transport Minister took cognizance of the ET report and ordered the attachment of these officials. "Around 26 on deputation officials including the JEs have been now attached with the Transport Department at the Secretariat," sources said. As per the service rules, an employee can't be on the deputation more than three years. Meanwhile, in a surprise move the Transport Department has made some deputation from SRTC despite the court directions not to fill up the MVIs by deputation. Sources said that in the case of one Bilal Ahmad Shah and others V/S state and Ors, SWP number 17, 19/12, the court has asked Transport Department not to fill up the MVIs by deputation. However, sources said that vide government order no. 79 TR of 2016, dated October 26, some fitters and mechanics have been deputed to discharger their duties as motor vehicle inspectors. "The order is in clear violation of the court directions," sources added. |
