PDP says delimitation not possible, NC says delimitation will vitiate communal, regional harmony

JAMMU, Nov 5: The charge that the Kashmiri parties are rapidly anti-Jammu cannot be dismissed as silly and preposterous. The charge is valid as it is well founded. And the charge is not new; it is age-old. It is as old as the accession of J&K to India.
The past two days witnessed the PDP and the NC taking an out and out anti-Jammu line and the issue was delimitation of the assembly constituencies. The people of Jammu region have been demanding adequate share in the assembly since 1951 saying such a representation alone would help them play an important role in the law-making body but without result. Neither Delhi nor the Kashmiri leadership and its henchmen in Jammu has considered their demand, which is constitutional and not against any community or against any region.
The constitution and the Representation of Peoples Act clearly say that there would be delimitation of constituencies after every ten years or after every census operation. And the delimitation of the constituencies does not necessarily mean increase or decrease in the number of existing number of constituencies. It means rationalization of the constituencies as is being done across the country without any break but not in J&K since 1995.
On Thursday, PDP minister and government spokesperson Naeem Akhtar rejected the Jammu-s age-old demand, saying it was not possible because the state Constitution and the Representation of Peoples Act stood amended and the demand could be considered after two decades. The BJP remained mum. It didn't contradict Akhtar. Nor did it issue any suggesting that it was with the PDP. Actually, the BJP had ditched Jammu in March 2015 itself why inserting in the agenda of alliance a point which said the delimitation of the constituencies would be done as per law and the law was the one Naeem Akhtar referred to.
On Friday, the NC pounced upon the PDP and asked it to explain why the state government toyed with the idea of considering rationalization of the constituencies. Not one but five top NC leaders and all from the Valley issued a joint statement and demanded clarification from the government.
Those who signed the statement included party general secretary Ali Mohammad Sagar, former Finance Minister Abdul Rahim Rather, former Education Minister Muhammad Shafi Uri, former minister Chaudhary Muhammad Ramzan and former Forest Minister Mian Altaf Ahmed. The statement said "this is a dangerous covert attempt to manipulate the electoral landscape of the State and would vitiate communal and regional harmony in J&K".
"The PDP-BJP Government's decision to ask the Law and Parliamentary Affairs Department to 'formulate an appropriate response for addressing the issue of constituting a delimitation commission and also examine the possibility of rationalizing the Legislative Assembly constituencies' raises some very disconcerting doubts and apprehensions", the NC leaders said.
The fact that the NC even opposed the rationalization of constituencies established beyond doubt that it has contempt for Jammu populace. The worst part of the whole situation was that not a single Jammu-based NC leader has spoken a word against their party leaders, who outraged the Jammu sentiment by opposing the Jammu's age old demand. It should open the eyes of the people of Jammu province.
It can be said that the people of Jammu region will not only punish the parties like the NC but also those outfits, including the PDP, which have consistently ditched them. It is a matter of time only.
