When shall Azad, Baig monitor RDD schemes?

jammu, Nov 8: In order to ensure transparency and accountability of centrally sponsored schemes in Rural Development sector the Government few months ago constituted a 20 member high level committee headed by State Rural Development Minister.
The committee includes leader of opposition in Rajya Sabha and Senior Congress leader Ghulam Nabi Azad, PDP MP's Muzaffar Hussain Baig & BJP MP Jugal Kishore as well .
The order in this regard was issued vide Govt order No: 910 of 2016 was issued here on 16.8.2016, but till date the committee is yet to initiate work inspite of the fact that almost 3 months have elapsed….
Early Times had filed a detailed report on this few months back. As per details available a high level committee which has at least 20 members on the panel is supposed to look into better implementation of MG NREGA , Swachh Bharat Mission, and Indira Aawas Yojna and other schemes which are being implemented by Rural Development Ministry in J&K. In addition to MP's , Government has kept several MLA's from different parties in this committee.
Pertinent to mention that Government in December 2013 had planned to appoint Ombudsmen at various places in the state for hearing complaints regarding implementation of Mahatma Gandhi National Rural Employment Guarantee Scheme read MGNREGA, but in-spite of the lapse of more than two years, the appointments are yet to be made which is breeding corruption in the Rural Development Department during implementation of MG NREGA. Early Times had carried a series of stories on this issue and on December 26th 2013 this paper had carried an exclusive story on absence of NREGA Lok Pal (Ombudsman) affecting the implementation of this centrally sponsored scheme. After the news was carried the Rural Development Department issued an advertisement notice on 30th December 2013 regarding appointment of Ombudsmen and subsequently applications were sought from the eligible candidates. It is now almost 16 months and nobody knows what has happened vis a vis appointment of the Obmudsmen. It seems that Govt has dropped the idea of appointing these NREGA Lok Pals .
The NC lead Government was planning to appoint one NREGA Ombudsman for three to four districts while as Ministry of Rural Development Government of India's guidelines had made it clear through its notification that one Ombudsman (Lok Pal) has to appointed in each district. Neither has the Government appointed one Ombudsman for three districts nor each one for a single district and this is seriously affecting the implementation of NREGA at grass roots level which is marred by large scale corruption right now.
As per the notification passed by the Ministry of Rural Development under Order No: J-111011/21/2008 - NREGA Dated: September 7 2009, all the state governments were supposed to set up the office of the Ombudsman in all the districts within three months of the issuance of the order. Till date J&K has not at all abided by the order. The state government, in particular the Department of Rural Development, is already under fire from various quarters for their failure in not curbing the corruption and the non appointment of Ombudsmen in J&K had raised a big question mark on the credibility of the present government awarded last year in New Delhi for its efforts towards reducing poverty.
The Ombudsman shall have the powers to receive complaints related to MGNREGA, consider such complaints and facilitate their disposal. In certain cases, the Ombudsman can issue direction for conducting spot investigation and to lodge FIRs against the erring parties. He can initiate proceedings suo motu in the event of any circumstance arising within his jurisdiction that may cause any grievance and engage experts for facilitating the disposal of the complaint, direct redressal, disciplinary and punitive actions. The Ombudsman will report his findings to the Chief Secretary and the Secretary, State Nodal Department for appropriate legal action against erring persons.
The newly constituted committee in addition of hearing complaints regarding NREGA implementation is supposed to monitor the flow of funds including allocation , utilization and unspent balances. The committee has to look into proper implementation of schemes as per guidelines laid down by Ministry of Rural Development Govt of India. The Committee has also been empowered to monitor the implementation of State Rural Livelihood Scheme as well, but irony is that in last more than two and a half months not a single meeting has been convened in this regard which was attended by Ghulam Nabi Azad , Muzaffar Hussain Beigh, Jugal Kishore or any other MP or MLA who is part of this 20 member committee…..
