Unrest casts shadow on career prospects of advocates of Kashmir | Few among them apply for posts of District Judge | | Jehangir Rashid Early Times Report SRINAGAR, Nov 23: The more than four month long unrest in Kashmir besides affecting the various sectors of life has also jeopardized the career prospects of advocates/lawyers who wished to apply for some posts in higher judiciary of the state. In September this year the High Court invited applications for some posts in higher judiciary. As the Kashmir valley was reeling under crisis at that time due to the unrest, most of the aspiring candidates (advocates) of the valley could not apply for advertised posts. The outbreak of violence virtually sabotaged the chances of Kashmir based advocates to apply for the posts in higher judiciary. Four posts of District Judge were notified by the High Court under notification number 579 dated 01-09-2016. The last date of receiving application was 26-09-2016. Although, the authorities had kept 26 days for candidates to submit the applications, but due to the turbulent situation valley based candidates could not submit their applications. In terms of notification forms had to be personally delivered by candidates from Jammu division, in the office of Registrar Judicial at High Court, Jammu. With respect to Kashmir division, the applications had to be submitted in the office of Registrar Judicial at High Court, Srinagar. The candidates from Leh and Kargil districts were asked to submit their applications in the office of Principal District and Sessions Judge, Leh and Kargil respectively. "Entire Kashmir valley was under curfew when the posts were notified. There was no internet facility and in the absence of transport facilities it was very difficult to submit the applications at the Srinagar wing of High Court. Other than BSNL the mobile telephony of other cellular companies was also suspended and as such the matters got aggravated," said a group of aspirants while talking to Early Times. This group of aspirants said that in the absence of basic facilities limited number of lawyers/advocates were able to submit the application forms. They said that rest of eligible and aspiring candidates could not submit their forms. They said that since many of the advocates were not aware about the advertisement notice they could not submit the applications. "Each and every person knows that the situation was bad in Kashmir during the entire month of September. As such very few professionals could submit their application for the posts in higher judiciary. We request the concerned stakeholders to renotify the advertisement notice so that aspiring candidates of Kashmir could apply for the posts in higher judiciary. Chief Justice of Jammu & Kashmir High Court should take note of the matter and issue the necessary orders at the earliest," said the aspirants. Registrar General, Jammu & Kashmir High Court, Ashok Koul said that the aspiring candidates should submit representation to the office of Chief Justice, Jammu & Kashmir, N Paul Vasanthakumar and only then their grievance would be looked into. He said that sufficient time was given to candidates to submit their forms adding that concern of aggrieved may still be looked into. |
