In Governor rule, 'PDP' calling shots in advt distribution at Info Deptt | | | Early Times Report JAMMU, June 28: While the Peoples Democratic Party led government collapsed in the wake of pull out by the Bharatiya Janta Party earlier this month, an influential close to the PDP has been calling the shots in the distribution of advertisements at the Information Department thereby depriving the genuine stakeholders of their due share. Sources said the official has created hype among his fellow colleagues and even his seniors that the "system of advertisement distribution" as was there before the imposition of the Governor's rule in the state of Jammu and Kashmir, should be upheld at any cost or that it would create "administrative problems for the department." Source said the official who was close to some newspapers enjoying good relations with the PDP wants only them to be benefitted the most through government advertisements. Officials said the man, who was appointed as stringer in Information Department in 2002 has risen to the post of Deputy Director in brazen violation of norms as the "PDP governments from time to time benefitted him illegally." Sources said in 2008 the then PDP led government sent the "stringer" to Srinagar Development Authority on deputation and there he was "instantly confirmed" as Assistant Director. "That time he was confirmed in SDA without establishment and empowerment committee nod because it wasn't legally possible for them to regularize him there. The man who was employee of GAD cannot be regularized by SDA," said a senior official. Sources said apart from confirmation, he was elevated as Assistant Director and this post was "specially created for him." In 2015, after coming to power again, the PDP government "illegally" gave him another promotion and he was sent back to the Information Department to serve his masters. Sources said the official was deputed in the Information department to keep eye on advertisement distribution in particular so that only those newspapers which toe line with the ruling party are benefitted. Sources said even though the official in question couldn't be retained in Information Department beyond two years without the "concurrence" from the Finance Department, he continues to be there. "Ideally he should have been sent back to the parent department," the sources said. When contacted a senior official in the Information Department confirmed to Early Times that the advertisement distribution was not being done properly. He said the matter needs to be brought to the notice of Governor NN Vohra. "Given the politics at Information Department, only he (Governor) can take measures that will bring transparency in advertisement distribution," the official said. |
