'Corrupt, influential' occupy prime positions, hinder growth of KAS officers

Jammu, July 9: Even when the adjustment order of many Kashmir Administrative Services (KAS) officers is awaiting, some corrupt and influential officers (non-KAS) continue to occupy prime positions, which are otherwise meant for KAS officers.
According to sources, there are at least half a dozen departments and corporations of the state government which are ruled by the 'corrupt and influential' in-charges.
"With the change in guard, there were speculations that these officers will be routed out of the chair, owing to their unholy occupation of the chair. But even after the imposition of Governor Rule in the state, these in-charge officers remain untouched," said sources, adding that in the backdrop of their (in-charge officers) occupation of prime positions, the KAS officers remain deprived of serving as per rules and regulations.
If sources are to be believed, these in-charge officers have been installed to the positions otherwise meant for KAS officers by the political bosses in lieu of copious share from their corrupt earnings.
"There are posts which are meant for KAS officers, but are irregularly occupied by influential officers, who in lieu of money and freebies managed those posts," said sources, adding that the Governor has reportedly sought detail of the heads of various departments and corporation, probably to take action.
A senior KAS officer, wishing anonymity said that it is painful to see how merit is being compromised at various government departments.
"The posting of many young KAS officers is awaited. The reason is that the politically influential officers (non-KAS) continue to occupy these posts," said a KAS officer, adding that such an approach of compromising with merit not only affects government functioning but also deprives young officers of learning different aspects of administration.
