Baffling! SC employee 'promoted' without higher grade in Tourism Development Corporation

SRINAGAR, Jan 30: Despite the Government claims that no discrimination whatsoever is being meted out to the employees belonging to various categories the situation on ground suggests that quite contrary is happening to the rhetoric.
An employee of Jammu and Kashmir Tourism Development Corporation (JKTDC) is running from pillar to post since he has been denied promotion over the past two decades. The employee has been crying of discrimination at the hands of his higher ups while also alleging of rampant corruption in the Corporation.
Mohammad Shafi Gojri belonging to Scheduled Caste community was appointed as Steward in JKTDC in 1989. Shafi worked on the same post for years together and he was not promoted despite many reminders. He alleges that since he belongs to the scheduled caste community he could not bribe the officials who demanded money in lieu of promotion.
"My promotion has been halted by my officers because I could not bribe them. There is rampant corruption in the system and how can JKTDC remain aloof. Employees who have genuine problems have to grease palms of their higher ups so that the problems are solved. I am a victim of such apathy with no relief in sight," said Shafi while sharing his plight.
Shafi said that after repeated pleas with the officials for promotion with an appropriate grade, he was promoted as Captain in year 1999. He said the department higher ups attached a rider with his promotion. He was asked to give an undertaking that he will not claim for arrears and higher grade since retrospective effect was given to his promotion.
"Under order number JKTDC/ADM/1309-13 Dated 01-08-2002, I was recommended for notional promotion to the post of Captain. But at the same time I was asked to give an undertaking that I will not press or agitate for any pay arrears or higher grade. I was baffled with the rider attached to my promotion and could not believe my luck," said Shafi.
Shafi said the people who were appointed along with him in the Corporation got many promotions and have been elevated to higher posts. He said despite having one year diploma in house-keeping he is being denied promotion with the reason that he is in no position to bribe the officials.
Sources said that JKTDC has constituted Anomaly Committee to look into cases where anomalies or discrepancies have taken place. However, it remains to be seen whether the said committee would take up the case of Shafi or not. He seems to have lost all the hope but has not given it up completely.
"It is a good thing that a committee has been formed. My expectation is that the committee members discharge their duties in an honest manner so that justice is done. Otherwise, it would turn out to be a futile exercise with no light at the end of the tunnel," said Shafi.
