In complete departure from Ganai panel report, new report to get final shape

JAMMU, Jan 30: A day ahead of the Cabinet meeting on Saturday, the Cabinet Sub committee on new administrative units shall hold its meeting in the State Guest House tomorrow morning to give final shape to the report which will be submitted before the Cabinet on February 1. Complying what Chief Minister Omar Abdullah had instructed last week in declaring February 1 as the final deadline for CSC report, tomorrow's meeting will be its conclusive meet in which members from both the parties will put their stamp on the recommendations made afresh, mainly by the Congress Ministers. Tomorrow's meeting shall also put an end to the controversies and bickering that erupted following sharp differences between two allies National Conference and Congress over certain key aspects of proposals to be incorporated in the report.
Sources said all is set for final stage of the long exercise the Cabinet Sub Committee led by Deputy Chief Minister Tara Chand undertook in determining the recommendations after taking into cognizance the wishes and aspirations of the people in different parts of the State. Sources also said that Revenue Department authorities are working overnight in taking every minute detail of fresh recommendations sought by the members, more so what has been asserted by Congress lately. The new report , in complete departure from Mustaq Ganai report shall have more than 2000 new administrative units, sources said adding that in the new report consideration has been given on the yardsticks like remoteness of areas, difficult terrains, connectivity factor in winters -snow bound areas, population factor and other key aspects while recommending more units to such places. Sources also said that these were the factors Ganai panel had not taken into consideration which is why Congress had been repeatedly asking for plugging such gaps before implementing the report on the ground.
Though the CSC was set up long time back but it got into active mode only last month after the matter of delay in submission of report came up in one of the Cabinet meetings held early December and NC led by CM sought the things be expedited , apparently with polls on mind. However, it ran into rough weather for the past some time as both allies were on loggerheads in determining the proposals and consensus eluded until two days back when the Congress high command intervened in the matter.
