Forensic Science PGs deprived of direct recruitment benefits | 'Omar's helping hand to youth' is mere propaganda' | | Bivek Mathur JAMMU, Jan 30: Although Chief Minister Omar Abdullah has been assuring to lend his helping hand to youth from every platform but the ground reality is entirely opposite to his tall claims. There is no provision of direct recruitment benefits to the aspiring professional forensic science post graduates and Ph.D candidates. On January 24, 2014, Department of Home, Government of Jammu and Kashmir issued a SRO which will be called as SRO-12 and will commence as Jammu and Kashmir Forensic Science Laboratory (Gazetted) Services Recruitment Rules, 2014. As per the SRO issued by Government of Jammu and Kashmir, in Para-5 wherein Qualification and Method of Recruitment details are given, it was promised that the first appointment to a service or class may be made by (a) Bye direct recruitment if the candidate possesses laid down qualifications or (b) By promotions or (c) Party by (a) and party by (b) in the ratio and manner as mentioned against each post in Shedule-11 provided that all the posts under direct recruitment shall be filled through J&K Public Service Commission as per the rules but with Schedule-1 to notification SRO-12 dated 24.01.2014 under different categories from Director to Scientific Officers about 18 posts were notified by the department and in the Schedule-11 to notification SRO-12 dated 24.01.2014 the column with "Qualification for direct recruitments was kept empty for all posts and in the column where method of promotions are mentioned, for all posts from Director, Joint Director, Deputy Director Chemistry and Toxicology, Deputy Director Physics and Ballistics, Deputy Director Biology, Deputy Director Serology, Deputy Director Documents and Lie Detector, Deputy Director Trainings, Scientific Officer Chemistry and Toxicology, Scientific Officer Physics, Scientific Officer Ballistics, Scientific Officer Biology, Scientific Officer Serology, Scientific Officer Documents, Scientific Officer Trainings and Scientific Officer Finger prints the only mode of recruitments mentioned is by promotion from Junior ranks through the Department Promotional Committees (DPCs) or by deputation from the Central Government/other State Government department having rank and status equivalent to the mentioned posts. Irked over this, Forensic Science Post-Graduate Students of Jammu and Kashmir had written to the Home Minister Sajjad Ahmed Kichloo for his intervention and have called it as injustice with these professional students who are specialized in different divisions of the Forensic Sciences. They had requested the Minister to take up the matter to provide them justice by amending these rules as soon as possible and make a ratio of 50% by promotion and 50% by direct recruitments which is prevailing in other departments of State for similar post with same pay band/scale and grade pay so that their carrier will be secured. |
