Astt Dir, TSO allegedly issue fictitious ration cards, Dir CA&PD holds inquiry after commission's interference | | | Sumit Sharma Jammu, Sept 30: An inquiry against Assistant Director and Tehsil Supply Officer (TSO) CA&PD ,Udhampur has been initiated following the allegations of corruption in the shape of issuing of fake ration cards. The inquiry was started by the Director CA&PD Jammu G.S Chib after the interference of the State Information Commission. The alleged scam of fake ration cards, came to limelight when a whistle blower knocked the door of Commission after he received incomplete information from the office of Assistant Director CA&PD ,Udhampur. The whistle blower namely Prem Nath of Delly Chak, Udhampur moved an application seeking details of ration cards with all the records of Photo book, list book, total souls in centre Delli Chak, information pertaining quota of sugar per soul w.e.f. 2008-2009, 2009-2010, 2010-2011, 2011-2012, 2012-2013 and 2013-2014, minimum age for issuance of ration quota and from what age the ration quota is issued to souls mentioned in ration cards including sugar/Atta/Wheat/Rice/Kerosene etc, record of the dealer where Ration card no. 220 was prepared by concerning dealer of Delli Chak in the name of Joginder Kumar S/o Sh. Charan Dass R/o Kotli pain, total no. of souls, total BPL and APL record of ration cards with list book of male, female, children, adults minor w.e.f. 2008/09 to 15-02-2014 (old and new record), copy of license where the ration card no. 220 was prepared in the name of Joginder Kumar S/o Sh. Charan Dass complete address of the concern dealer with all the record of ration cards w.e.f. 2008/09 to 15-02-2014 (old and new), whose signature's are on the previous ration card of Joginder Kumar son of Charan Dass Ration Card No. 220 of Delli Chak Panchayat Sansoo with name and designation of signing officer. The applicant also sought the information that how much ration was delivered on the name of Joginder Kumar son of Charan Dass, Ration Card no. 220 Delli Chak, complete information of total ration month wise, wheat, Rice, Sugar. Feeling aggrieved of inaction on the part of the Public Information Officer/Assistant Director, Consumer Affairs & Public Distribution Department, Udhampur, the appellant preferred 1st appeal dated 29-03-2014 before the 1st Appellate Authority/Director, Consumer Affairs & Public Distribution Department, Jammu which was disposed of vide order no. 169/G/RTI/Appeal-65/CS/244-246 dated 15-05-2014 with a direction to the PIO to provide a desired information to the appellant within a period of 15 days under an intimation to the Director, CA&PD, Jammu. After that the appellant preferred 2nd appeal before the Commission in which he has alleged interalia that the PIO has provided him incomplete and incorrect information and has not complied with the order of the 1st appellate authority and requested that the PIO be directed to furnish the desired information as per the RTI application. After receiving the 2nd appeal, the matter was listed for hearing. During the course of proceedings , the Public Information Officer/Assistant Director, Consumer Affairs & Public Distribution Department, Udhampur requested that he be given sometime to furnish the revised information as he has taken over the office of Assistant Director, CA&PD Deptt, Udhampur very recently and is busy in relief distribution to flood victims. The appellant alleged that office of the Assistant Director, CA&PD Deptt, Udhampur and Tehsil Supply Officer, Udhampur has issued fictitious ration cards in favour of many persons and matter needs to be inquired into by a Senior Officer of the Consumer Affairs & Public Distribution Department. The Director, CA&PD Deptt; Jammu who happens to be the 1st appellate authority assured the Commission that he will inquire into the allegations levelled by the appellant and take necessary action against the delinquent officials, if found guilty after inquiry. The SIC further directed that the PIO/Asstt Director, CA&PD Deptt; Udhampur to furnish the revised information to the information seeker free of cost within 15 days from the date of receipt of this order under an intimation to the Commission. He was again directed to allow the appellant an opportunity to inspect the record in his office on a working day and provide certified copies of the relevant documents if any, required by the information seeker free of cost. When contacted Director CA&PD Jammu G.S Chib admitted that the inquiry has been initiated in this connection, adding, to curb the menace of the duplicity of the ration cards the department is launching end to end computerization system. Asked about shortage of sugar in state, he said that a comprehensive plan was chalked out in a meeting chaired by concerned minister Mohd Choudhary Ramzan attended by senior most officers including Secretary CAPD Baseer Khan and accordingly a tender was allotted to UP based company who was lower bidder. The sugar is being made available to the people of state with in a week. |
