Nomination of new members raises brows, hierarchy brushed aside | MFC of GMC turns personal fiefdom of blue eyed doctors | | Arun Singh JAMMU, Sept 30: The Medical Faculty Club (MFC) of Government Medical College and Hospital has allegedly become the personal fiefdom of some blue eyed doctors, as the nominations of four out of five members recently made by Principal GMC are totally unconstitutional and in violation of existing laws and protocol. The four members appointed by GMC Principal, were not even eligible for the posts as they were not even active members of MFC, which is mandatory as per existing laws besides the senior most doctors were sidelined to adjust the blue eyed, which was another violation of protocol. Sources informed Early Times that according to PMC order No. GMC/order/342 dated 20-8-2014, GMC acting Principal Dr. Ganshyam Dev had nominated five Associate Professors as MFC members, which was allegedly unconstitutional and a clear violation of existing Govt./Institutional/Medical Faculty Club (MFC) rules / laws and protocol. They further said that according to the minutes of meeting vide Ref. number ME-GE-169/2010, dated 20-7-2010 of Administrative Department; PMC, Govt. order No. GMC/PS/O/MFC/324 Dated 2/8/2010 and PMC order No GMC/PS/O/MFC/325 Dated 2/8/2010 which reads clearly that the nomination of Ex-Officio members has to be in accordance with the following existing rules and by laws of MFC, which follows that ex-officio- President has to be, Minister for Health and Medical Education, ex-Officio -Vice President has to be, Principal, Govt. Medical College, Jammu, ex-Officio Secretary- has to be senior most faculty member next to Principal, GMC, Jammu. They further said that moreover the committee and members of MFC have to be constituted by election among the active members of Medical Faculty Club only. "No non member of MFC, even if he/she is a worthy faculty member of the institution i.e GMC Jammu can contest such elections", sources said, adding that the order issued vide GMC/Order/342 dated 20-8-2014 was a clear violation of existing Govt./Institutional/Medical Faculty Club (MFC) rules / laws and protocol. Objecting over the nomination made by acting Principal GMC Dr. Ghanshyam, sources alleged that Vice President-MFC has to be Principal and Dean Govt. Medical College Jammu. "Thus, Dr. Ghanshyam lacks any official capacity to issue his own name as vice president. Such order has to follow not less than President Medical Faculty Club/Guest House i.e. Minister for Health and Medical Education, Govt of J&K", sources said. Most controversial nomination in the MFC was the appointment of Dr. Tariq Azad Prof. of Surgery, of appointing him as secretary, vide GMC/order/342 dated 20/8/2014 and was shown Head Emergency Medicine. "Whereas, Dr. Azad is not the senior most Professor in hierarchy of the institution. Further, there is no administrative order vide which any department of Emergency Medicine has been created and thus appointing Dr. Tariq Azad as Head Emergency Medicine is a clear violation of administrative protocol", sources alleged. Moreover, sources further lamented that Dr. Tariq Azad was not even an active member of Medical Faculty Club as per the list of the members nor could be he nominated by any laws as honorary members of Medical Faculty Club by anyone in any capacity. "Dr. Tariq Azad can never be appointed as Secretary-MFC and even no existing Govt./Institutional/Medical Faculty Club rules and laws confer him extraordinary right to contest even elections for members of the committee to be constituted for the MFC", sources rued, adding that Dr. Azad was given preference even by previous Principal. They further alleged that regarding appointments vide GMC/Order/342 dated 20-8-2014, of Dr. Mukta Jatindra Associate Professor Anaesthesia, Dr. Mritunjay Associate Professor, Physiology Department, Dr. A S Bhatia, Assistant Professor & HOD Biochemistry, Dr. Sanjeev Gupta Assistant Professor, Orthopedics Department as members of MFC but except Dr. Sanjeev Gupta none other was active members of Faculty Club till date. Moreover, sources said, they could not be nominated by violating existing laws, bypassing the process of election which has to be conducting among active faculty members only. "No ex-officio can be displaced without any reason. As well as no existing committee Member of Medical Faculty Club be changed before two years that too without election process, conducted by active members of MFC/Guest House", sources alleged. The sources said that the order No. GMC/order/342 dated 20-8-2014 was unconstitutional and a clear violation of existing rules/laws and Protocol and clear favoritism to some individuals and against the administrative purpose for which Medical Faculty Club was constituted. |
