Announces Rs 17,600 for Kucha houses, 70,000 for Pucca structures | Govt categorizes collapsed houses | | People say Omar's lie 'exposed' Fazal Khan Srinagar, Sept 30: The victims whose houses collapsed across Jammu and Kashmir due to the devastating floods earlier this month may get another shock as the state Government has categorized their houses into Kucha and Pucca. The State Government has asked the concerned Deputy Commissioners across the state to provide Rs 70,000 as compensation to the victims whose Pucca houses were washed away by the floods and Rs 17600 to those whose Kucha houses have been destroyed. The order no. Rev/Camp/HN/ 2014 dated 23/09/2014/ issued by the Commaissioner Secretary Revenue, a copy of which is with Early Times states: "It has been reported that in some districts the ex-gratia is being paid as per old guidelines. In this connection I would like to inform you that norms by the Ministry of Home Affairs Government of India were revised during November 2013. The revised norms are fully damaged Pucca houses Rs 70,000 in plains and Rs 75,000 in hilly areas. Fully damaged Kucha houses Rs 17, 600. Severely damaged Pucca houses Rs 12600 and Kucha houses Rs 3800. Partially damaged Pucca houses that have suffered at least 15 percent damage would get Rs 3800 as ex-gratia and the Kucha houses would get Rs 2300. For huts and cattle sheds people would get Rs 3000 and Rs 1500 respectively. In Srinagar city maximum of the houses have collapsed in Rajbagh, Jawahar Nagar and Bemina areas as these were worst hit by the floods. Most houses in Rajbagh and Jawahar Nagar areas were constructed in early fifties when Bakshi Ghulam Mohammed was the Chief Minister of Jammu and Kashmir. "Both Rajbagh and Jawahar Nagar had equal population of Kashmiri Pandits and Muslims. Kashmiri Pandits left the Valley in early nineties when armed insurgency broke out in Kashmir. They left behind their properties which were later purchased by the members of the majority community," said 60-year old Farooq Ahmed. He said that most houses which were constructed during Bakshi sahib's regime were Kacha as people those days couldn't afford to construct concrete houses. "Recent floods have destroyed those houses in Rajbagh and Jawahar Nagar which were constructed in late fifties. However, during all these years people as their strength had modified these houses without dismantling these," Farooq added. He said the people who purchased the houses of Kashmiri Pandits in Jawahar Nagar and Rajbagh dismantled these and built new mansions as they were rich. "People who have been living in these areas for past 60 years had just got the modifications done. They are the ones who have suffered. Nothing has happened to the concrete structures," Farooq said. Another resident Hafiz Khan said the officials who are assessing the damage have made it very clear that most victims would just get Rs 17,600 as compensation as no concrete houses have fallen down. Locals castigated the Chief Minister Omar Abdullah for announcing that the victims would get Rs 75000 as compensation. "He has lied once again," they alleged. They said Omar never made a mention of Kacha or Pucca structures. He had announced that Rs 75000 would be provided to all the victims whose houses have collapsed. People took a dig at the Leader of Opposition in Rajya Sabha Ghulam Nabi Azad for what they called "misleading" them. "His assurances that we would be provided Rs 5 lakhs as compensation too is just a propaganda aimed at getting publicity. No one is coming forward to help us despite our homes and lives being shattered," they added. An expert while talking to Early Times said, "Government also knows it very well that only Kucha houses have fallen and concrete houses are safe. I believe people will have to remain content with Rs 17, 600." |
