Jammu, Mar 3: The failure of Irrigation and Flood Control Department could be gauged from the fact that after missing three deadlines , the artificial lake project is nowhere near completion and is all set to miss et another deadline despite availability of funds sanctioned by Union government.
Source in the department informed Early Times that previous UPA government had sanctioned Rs 70 Crores for artificial lake project and Rs 23 Crore for diversion of six big nallahs. "The first deadline for completion of project was set up by department July 2013, which was later extended upto Dec 2013 and again to March 2014", sources said, adding that the last deadline was fixed as March 2015, but once again there were no possibilities of completion of project.
"Funds are available with the department but owing to lackadaisical approach of the department, the project is still hanging in balance and department has been arbitrarily extending the deadlines", an official of Irrigation and Flood Control department pleading anonymity said.
While criticizing the department, Jagdish Gupta, a hotel owner of Jammu Rajeev Sharma said that the artificial lake project was aimed to woo tourists. "We have taken up the matter with higher authorities and also with Divisional Commissioner, several times for timely completion of project but for no avail", he said, adding that it seemed that there was some deliberate attempt to delay the project. Pertinently, to attract tourist to Jammu city, after inauguration of Katra rail link, the state government had decided to develop new tourist destinations in Jammu city on the pattern of Dal Lake but after the lapse of five years and ill planning of the Irrigation and Flood Control department, this project is far from completion and might jump many other deadlines. An employee wishing anonymity said that until the diversion of six big nallahs would not be completed and the damaged pillar of band not reconstructed, the project could not be completed. When contacted Chief, Engineer of Irrigation and Flood Control, HC Jerath said that the project would not get completed till March 2015 and hoped that it would be completed in next financial year.
"I have informed the Commissioner Secretary to set a new deadline of June 2015", he said. He attributed delay to last year floods.
