RKVY becomes casualty of J&K apathy towards its farmers | 7 years on, APD fails to prepare comprehensive State Agriculture Plan | | Arun Singh Early Times Report
Jammu, Mar 8: Defeating the objective of rejuvenating agriculture growth in the state, the Agriculture Production Department, which had been entrusted to take measures to boost the shrinking agrarian sector, failed to prepare comprehensive State Agriculture Plan under of Rashtriya Krishi Vikas Yojana. Sources told Early Times that in order to achieve 4 percent annual growth in the agriculture sector during the eleventh plan period (2007-12) under centrally sponsored scheme Rashtriya Krishi Vikas Yojana, the Agriculture Production Department was assigned the responsibility of implementation this scheme. Sources further informed that scheme guidelines provided for formulation of the Comprehensive District AgriculturePlan (DAP) based on proposals of the grass root level (Block/ Panchayat/ Gram-Sabha) and district agriculture Plan units. "The District Agriculture Plan would include animal husbandry, fisheries, minor irrigation projects, rural development works and agriculture marketing schemes including schemes for water harvesting and conservation after taking into consideration availability of natural resources and technological possibilities in the district. The participation of all the sections of the society specifically women and the disadvantaged persons was to be ensured while preparing DAPs," they said. The Nodal agency (Agriculture Production Department) had to prepare a comprehensive State Agriculture Plan (SAP) by integrating District Agricultural Plan for submission to the Stat Planning and Development Department for integrating with the overall State Plans, they informed. "But due to deficient planning process for the implementation of the scheme, the Nodal agency failed to prepare acomprehensive State Agriculture Plan (c-SAP) at the State level by integrating the DAPs which were prepared at the district level," they said. Astoundingly, DAPs prepared by the Districts of Kashmir region had been formulated without conducting any study to analyze the agro-climatic conditions, availability of technology, natural resources and participation of all the sections of the society. Besides, sources further informed that the scheme guidelines envisage that besides preparing a shelf of projects for submission to the State Level Sanctioning Committee (SLSC) under Stream-I, the Nodal agency was required to frame the Detailed Project Reports (DPRs) of each project and place them before the SLSC for accord of sanction but against the shelf of projects under Stream-I to be prepared for submission to SLSC, the ongoing activities being implanted under other schemes were taken as projects under RKVY and presented to the SLSC. |
