Jammu, Mar 8 : Union Ministry of Human Resources and Development (MHRD) has issued schedule for Project Approval Board's (PAB's) meeting 2015-16. As per sources in Education department, it has been decided by MHRD that the meeting of PAB for considering the Annual Work Plan & Budget (AWP&B) for 2015-16 of various central sponsored schemes like Sarva Shikhsa Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA), Mid-Day Meal Scheme and teacher education scheme for the state of Jammu and Kashmir will be held in New Delhi onApril 16, 2015.
Sources said that the overview format for AWP&B is to be submitted online by the state which will have the detailed reports of progress on various components including New Schools, Strengthening of existing schools, Teachers quarters, Major repair, Girls hostel, ICT, VE, Support to training institutions/NGOs and other components approved till 2014-15 with details of total approved component and progress achieved thereupon and brief reasons for not achieving the targets.
With this, the state government has to submit a detailed costing sheet along with progress report in excel format of recurring components approved in 2014-15 up to March 31, 2015 and achievements in percentage under various heads.
The state government will also have to submit model tables having details of various education indicators like Gross Enrollment Ratio, Net Enrollment Ratio, Drop-out Rate etc.
Further the check-list of information/documents will be submitted for complete AWP&B 2015-16 with Plan Document (PDF/ Doc/ RAR/ ZIP) to be uploaded on website, Overview of AWP&B 2015-16 to be filled in online on website, Costing sheet in Excel to be uploaded on website, Model tables in excel to be uploaded on website (List of new schools proposed for opening, coverage under ICT/ VE, strengthening / list of blocks for Girls Hostel is part of the Model Tables, SSOR document to be uploaded on website, Documentary proof for recruitment of teachers approved under the programme (RMSA/ IEDSS/ VE/ ICT).
The state has to further clarify on the guidelines adopted for Integrated RMSA including the planning component with details of approach and Principles of Planning, Access & Participation including details of access to Secondary Education and civil works, Social Inclusion having details of Equity and Inclusive Education for CWSN, Quality under RMSA, Vocationalization, Management including Financial Management, Community Participation, Mobilisation and SMDC.
The state has also to submit the note on Preparation of Annual Work Plan and Budget (including chapterisation), Project Monitoring System (PMS)-User Manual, Unit Costs including unit Cost for New School and Girls Hostel and salary of Headmasters and Teachers (2014-15).
State is directed to upload all necessary documents like SSOR, proof of teacher salary (latest Govt. order/ any other proof of salary of salary paid to teachers) or any other document which is State specific (PMS -State Login).
These documents should be uploaded at least 7 days before submission of Plan Document.
In case latest documents are not uploaded within the time frame appraisal and PAB will consider the documents submitted for last year appraisal. |
