Touts continue fleecing visitors at RTOs', ARTOs' offices in State
Will Transport Minister act against them ?

Jammu, Mar 8 : The agents continue to fleece the people visiting the offices of Regional Transport Officers (RTOs) and Assistant Regional Transport Offices (ARTOs) in the state as the nexus between them and some transport officials is alleged to have taken roots.
It has almost become difficult for the corrupt lot of officials within the department to survive without these agents as they prevented their direct expose to the corruption world, thus saving their skin as and when the issue of the corrupt practices comes to the fore front.
Early Times has time to time exposed the alleged corrupt practices in the transport offices across the state and the role of agents in giving rise to corruption.The Onus is now on Transport Minister Abdul Gani Kholi to act against the corrupt officials as well as the agents fleecing the people in the state transport offices. Sources said after ET expose, transport officials got busy to find out the solution to the problem as a result of which they decided to reach out to RTI activists who had filed several applications in the department seeking information about the functioning of the department so that the long issues pertaining to the engagements of these RTI activists who were denied job by the department could be solved and they could be adjusted to keep their mouth shut.
Sources said that in one such case an RTI activist from Kashmir along with his Jammu based associates held a detail meeting at Jammu with the agents working in various district and state level offices of transport department. In the meeting, job adjustment and plum postings were offered to them with the condition to withdraw the RTI applications and not to disclose malpractices in departmental to media houses.
Both were said to have agreed on some arrangement, the sources.
It was after ET news report titled "RTO Jammu ignores Commissioner's order---Fails to repatriate SRTC officials working with MVD" -- published in its 3-2-2015 edition, the department had repatriated SRTC officials back to parent department.
Meanwhile, at least eight consolidated employees continue to work in the department on plum posts despite the expiry of their engagement orders.
The issue comes to the fore in reply to the RTI field by one Junaid Nazir of Shaheed Gung Srinagar, wherein eight such consolidated employees are still working on various plum posts with Transport Commissioner/RTOs office despite the fact that their orders stands expired almost eight years ago which include the appointment of Abdul Rashid Lone, son of Ghulam Mohammad Lone of Kupwara Kashmir as a driver for the period of 89 days in the office of Director General Transport J&K Srinagar vide order No. 57 MVD of 2007 dated 3-9-2007, Ghulam Gilani Wani, son of Bashir Ahmad Wani of Nallamar Road Baba Demb Srinagar in the office of Director General Transport J&K Srinagar for the period 27-09-2007 onwards for monthly remuneration of Rs 1,500 vide order No. 37 MVD of 2007 dated 28-9-2007, Zubair Ahmed, son of Bashir Ahmed of Alamgari Bazar Srinagar for monthly remuneration of Rs 1,500 vide order No 142 MVD of 2007 dated 29-11-2007 for utilization of his services with Special National Highway Squad under ARTO Pulwama, a post facto extension order of temporary engagement was also issued in favour of Altaf Ahmed Dar, son of Kabir Dar of Rawalpura Budgam on consolidated wages of 3000/month in the office of Director General of Transport J&K Jammu w-e-f 28-06-2007 onwards for 89 days, order of Azad Butt, son of Mohammad Sidiq Butt of Tikipora Kupwara was made vide order No. 139 MVD of 2007 dated 29-11-2007 in the office of Director General of Transport J&K Jammu for 89 days w-e-f 26-11-2007 onwards pure on consolidated wages of Rs 1500 per month and order of Shabir Ahmed Mir, son of Abdul Rehman Mir of Kanji Nagh Awantipora District Pulwama was made vide order No. 121 MVD of 2007 dated 26-10-2007 as computer operator in the office of RTO Office Kashmir on consolidated wages of Rs. 1500/month w-e-f 1-11-2007 for the period of 89 days. All these orders were made by the then Director General of Transport J&K Jammu while the then Transport Commissioner Jammu made the appointment of Ashiq Hussain Mir son of Ghulam Mohammad Mir resident of Sulimanteng Dalgate Srinagar as Dak runner for 89 days w-e-f 28-05-2009 onwards on consolidated wages of Rs 2000/month against clear vacancy of orderly in the establishment of Transport Commissioner Office and can be terminated at any time without serving any advance notice and also made the appointment of another person namely Abdul Rashid vide order No. 58/TC of 1999 dated 18-02-1999.
All these blue eyed employees appointed through backdoor channel were allowed to continue their services in the department illegally and they are holding plum posts. Meanwhile, the transport department has also failed to repatriates eight over stayed inspectors to Mechanical department despite the fact that the issue was raised during the departmental meeting held under the chairmanship of Commissioner Secretary to government Transport Department on 19-01-2015.
The names of these eight inspectors over stayed in the department are Sunil Cannie posted at ARTO Office Udhampur with over four year stay, Shammi Kapoor posted at BOI, Office Jammu with over two year stay, Vinod Chalotra posted at RTO Office Jammu with over three year stay, Sajjad posted at BOI, Office Jammu, Paramveer Singh posted at RTO Office Jammu with over stay beyond two years, Zia-ul-aha Wani posted at ARTO Office Ramban, Sanjay Sen posted at ARTO Office Doda with beyond two year stay and C.S Billowaria posted at ARTO Office Kathua with beyond three year stay. All the eight officials are over staying in violation of the rules and regulation which suggested that no motor vehicle inspector deputed from any other department in no mean can continue his services beyond two years and can extended up to four years only after the proper approval from the government, but in all these cases all rules and regulations has not been followed.
