100 days of missed opportunities

Well 100 days for a Government,that too for an alliance of two parties, having different political ideologies, to show results seems to be asking for the moon. Mere 100 days for the coalition Government and that too in a sensitive state of Jammu and Kashmir,to show results is something that is improbable. Yes,the coalition Government has missed chances, several chances. They have not been able to utilize the energy, their ministers were supposed to possess, and the limited resources for making people believe that their vote for change has proved a fruitful experience.Right from the day the coalition Government took over the BJP and the PDP have remained engaged in resolving various ticklish and controversial issues. Was it the BJP's priority to secure revocation of Article 370 that grants to Jammu and Kashmir a special status within the union of India ? Certainly not a priority.Its priority should have been ending regional discrimination so that the region that voted in its favour was not given a raw deal. Was it a priority for the PDP to secure revocation of AFSPA ? certainly not when its priority should have been providing uninterrupted power supply to people, especially to those living in the torrid region of Jammu.
Well people had voted, during the recent Assembly election for change of guard. In fact they seem to have felt unhappy with the style of governance that was provided by the NC-Congress coalition Government. It will not be wrong if one says people voted in favour of the BJP in the region of Jammu and in favour of PDP in the Kashmir valley with the hope that the new Government will be able to provide "Ache Din".
Though people were not forced to taste "Bhurey Din, they, however, were not able to taste "Ache Din." And those people,who had suffered severe losses owing to floods and landslides in the state, remained the most desperate people because the they failed to receive compensation and other financial assistance. It was a tussle between the state Government and the central Government, from where the funds had to flow to the st ate. Even though the PDP has been opposing whatever was done during the NC-Congress rule it, surprisingly, supported the previous Government's flood loss assessment to the tune of Rs. 44,000 crores.
Towards the end of the 100 days of the Government the PDP and the BJP was locked in a new controversy because the Deputy Chief Minister, Dr Nirmal Singh, had stated that Rs. 3600 crores were sufficient for the rehabilitation of flood affected people in the state. The PDP leadership berated him and wanted the central Government to bank on the loss assessment report submitted to the Government of India by the previous NC-Congress Government.
It may not be wrong if one dubs the ruling coalition as a Government of controversies. Controversy over employment policy forcing the PDP to reframe the policy. Controversy over grant of citizenship rights to the refugees from West Pakistan.Controversy over the r elease of dreaded separataist Masarat Aalam. Controversy over the the PDP's initial plan of giving a long rope to the separatists. There are observers in the state who believe that Chief Minister, Mufti Mohd. Sayeed, had tried to emulate late G.M. Sadiq, who as Chief Minister, had lifted all curbs on Sheikh Abdullah and Sadiq's policy of liberalism had forced Sheikh Abdullah to rejoin the national mainstream.
But Mufti Sayeed's policy of liberalism had no takers from the separatist camps. Well as a result of policy of financial control being observed by the Government of India the state Government had to face series of problem. Its coffers were empty and had no money to release salaries to teachers and other category of employees. It had no money to clear the bills of the contractors. And within 100 days the finance Minister, Dr Haseeb Drabu has failed to keep up his commitment of not visiting Delhi with a begging bowl. And former Chief Minister, Omar Abdullah,hs suggested to Drbu to give up his ego and start begging for money from the centre. This suggestion has been given by Omar on the basis of his si-year long experience when he had to visit New Delhi with a begging bowl nd that had saved his Government to complete six years. Hence there is much time left for the PDP and the BJP and the two should put their heads together and reframe their strategies to come up to the expectation of people.
