Transfer of over-staying doctors remains elusive | | | Mir Farhat

SRINAGAR, June 15 : Despite protests by the people and also promises by the health department to transfer overstaying doctors in the hospitals, yet nothing has been done to streamline the sector. Sources in the department said that hundreds of doctors are posted in hospitals consecutively for many years in violation of service rules. As per the rules, a doctor can stay for a maximum of two years at a particular place of posting. Sources said these doctors prefer the posting as they indulge in hegemony of the hospital administration due to their longer stays. "These doctors cut short their duty hours and go for private practice in clinics and private hospitals as they have considered these hospitals as fiefdoms," they said. Many doctors ask the patients to visit their private clinics even after they come to hospitals for free treatment. One such glaring example is the District Hospital Pulwama where at least 10 doctors are posted for the last over eight years. Recently, the Pulwama town was shocked after two women and a baby died of alleged negligence by doctors, sparking protests against overstaying doctors in the town. The protesters also demanded legal punishment against the "negligent" doctors. After protests by the people, the government in a major shake-up in the hospital shifted about 62 paramedics. But the government did not reshuffle the overstaying doctors which the people had demanded. The health department has faced immense criticism from people for promoting nepotism and posting 'favourite' doctors at their preferred places. State's Health and Medical Education minister, Lal Singh had on the floor of the assembly stated that the overstaying doctors will be transferred, but he has not lived up to his word. Although it has been many weeks after the alleged negligent deaths of two women and a baby, the issue has not died down in the Pulwama district. The traders, who had spearheaded the protests, said that they will resume their protests if the overstaying doctors are not transferred. "We will resume protests against the government if the overstaying doctors in the hospital are not shifted. We think only protests can remind the administration of its promise that it had made with us over shifting overstaying doctors," the traders said. Sources said that the doctors have also managed to transfer their spouses to the hospitals, which makes it easier for them to run their own private clinics. |
