Jammu, July 8: The 'controversial' Director in the Vigilance Office who was admonished up front by full bench of Chief Vigilance Commission-state's highest anti graft body for having violated rules in filing closure report before High Court in high profile case of backdoor appointments in the Legislative Assembly, retired without any pulls or pressures nor any hurdle on Tuesday June 30, thanks to PDP-BJP government which has conveniently allowed his 'safe' exit from the service without being questioned for the lapses he committed in his duties.
Pertinently the CVC has virtually put a stamp on continuous reports filed in ET with respect to backdoor appointments in the state Assembly over the years by questioning the inaction of the said officer. CVC full bench while reprimanding him had put the ball in the court of Chief Secretary seeking action against him.
Sources said Sheikh Owais Ahmad , the Director who did not take action against nearly 240 public servants whose cases were registered by SVO over the years, attained superannuation on June 30. He remained untouched all these years despite his acts of omission and commission in not taking a firm and timely action against these corrupt officers, what hit the news headlines was when he recently got a reprimand from none other than CVC full bench in the backdoor appointment cases in LA involving high profile former Speakers having affiliation with National Conference and Congress, for filing closure reports instead of initiating action in the matter. The CVC, it may be recalled had directed the Chief Secretary of the state Iqbal Khanday to initiate administrative action against Sheikh Owais, who is an IPS officer of the rank of Additional Director General Police (ADGP). CVC had sought this action after it independently found that gross irregularities were committed and norms thrown to winds while appointing people through backdoor during the tenure of the two Speakers in the LA, vindicating what Early Times newspaper has reported umpteenth times.
What the full bench of CVC led by Kuldeep Khoda along with members Dr RK Jerath and Mrs Gous-ul-Nisa has observed last week assumed significance also in the wake of the fact that Owais' attained superannuation on June 30 but what has come as a surprise is the fact that no action not even a statement has yet come from the government with respect to fate of the Director for fixing him on acts of omissions and commissions Sources said while Owais apparently filed closure report in the matter of backdoor appointments either under political pressure or just to keep the political bosses happy, there are some bosses in the present government too who have played a significant role in stalling any action against him. Sources further said a powerful minister in PDP saved him and managed to stall possible administrative enquiry against him after CVC observations first came to fore last month. Inaction against the said officer has however hit the credibility of
PDP-BJP government once again as it amounts to not only undermining the status and credibility of its own highest anti graft body CVC but more importantly in belying its own commitment of rooting out corruption in the state which was an election slogan for BJP in particular.
