TD gives misleading info under RTI | Was R S Golf Course office damaged in 2014 floods? | | Early Times Report Srinagar, Aug 5: The Department of Tourism told an Informer Seeker that the records pertaining to the Royal Springs has golf Course were destroyed in 2014 floods. Details available with Early Times reveal that one Shahid Ahmad Ronga Advocate J&K High Court Srinagar sought some information under J&K RTI Act 2009 from the Tourism Department Civil Secretariat Srinagar which is the administrative department for RSGC Srinagar. The said application was forwarded by the Tourism department vise its official letter No: TSM/RTI-27/2015 dated : 1/7/2015 to Public Information Officer (PIO) RSGC Srinagar. The PIO RSGC Srinagar without mentioning his name and designation allegedly forwarded incomplete and misleading information to the applicant vide its official communication No: RSGC/PIO/2015-16/374-77 dated : 8.7.2015 . RTI applicant had sought details about revenue generated by Royal Springs Golf Course (RSGC) from March 2005 till March 2015 with year wise breakup against all heads. In addition to it the applicant sought details of amount collected as Membership fees from various individuals from 2005 till 2015 July, details of grants / financial assistance provided to Royal Springs Golf Course by various national , local and international agencies from 2005 till March 2015, details of yearly expenditure under various heads from 2005 till March 2015 , complete list of employees appointed in Royal Springs Golf Course from March 2000 till March 2015 . Provide the method through which these appointments were made ? "Copies of newspaper cuttings carrying advertisements for calling applications to these posts (if any ) be also provided" reads the RTI application. The RTI reply provided incomplete information vis a vis Membership fees. The PIO in his reply said that all the records were destroyed in September 214 floods . The reply reads as " During the devastating floods of September 2014 all the documents / records maintained by RSGC has been washed off /damaged , however wef October 2014 the details of Membership fees received from Members as per details is given below" "The Information about Membership fees and appointments is what I actually wanted and the whole scam lies here. Most of the VIP's which includes IAS officers , IPS officers , Ministers , Politicians do not pay any membership fees , which causes severe loss to our state's exchequer and for kind information of public the Royal Springs Golf Course was not at all affected by floods. Even if water level rose in this area due to Dal Lake the same could not have damaged the official record in the RSGC office. The water from river Jehlum didn't enter this Golf Course, and rest of the increase in water level in various parts of Srinagar especially on Boulevard road was not sudden. The officials of RSGC are lying " said Shahid Ahmad Ronga Advocate and RTI applicant while talking to Early Times. "I will drag these people to State Information Commission (SIC) as I can prove RSGC was not affected by floods " Shahid added. RTI activists , have demanded an impartial probe into RSGC scam . "We appeal Crime Branch to initiate a probe into this incident " said Dr Mushtaq Khan an RTI activist associated with Jammu Kashmir RTI Movement. Pertinent to mention that in past also several Government departments have denied information under RTI stating the reason that their official records got damaged in last year's floods. |
