Militants enraged over India's plan on strengthening LOC embankment | | | Militants, operating in Jammu and Kashmir, seem to have become so much emboldened by the passive attitude of the security forces that these terrorists have started urging Pakistan to prevent the Indian forces from raising all weather border fence on the LOC and on the IB in Jammu and Kashmir. Several years ago India raised an eight feet tall barbed border fence on the LOC and on the IB in order to restrict militants from crossing into Jammu and Kashmir. If the reports from the Indian Army are to be believed 80 per cent of ingress rate has been checked because of the tall barbed wire fence. It would have been 100 per cent success as far as anti-infiltration operations were concerned but militants too adopted new devices for snapping the barbed wire. Since the barbed wire remained live militants used scissors and cutters with plastic handles that prevented infiltrators from receiving electricity shocks. In addition to this troops found that the barbed wire had failed to withstand weather fury and on vast stretches on the LOC in north Kashmir barbed wire used to get snapped owing to heavy snow during the winter months. A fresh survey, conducted by experts from the Defence Ministry and the Army, has revealed that there was need for raising an all weather proof fence for checking ingress of militants. Also there is a plan to raise, what is called, great wall on this side of the IB and on parts of the LOC to prevent civilian houses and Indian border outposts from getting hit by mortar and gun fire from the Pakistani forces. Despite the fact that the new border fence alongwith the high bundh were being built on the Indian soil militants have started criticizing the plan. It seems that whatever rubbish militants have been fulminating against the plan on new bundh and all weather proof fence it was the result of their worry over the failure of militants in crossing into Jammu and Kashmir. And the first rebel outfit to campaign against the plan is Hizbul Mujahideen which believes that raising of high bundh and new fence could turn Kashmir into a prison. Hizbul Mujahideen leadership has stated that India is busy in constructing a great wall on the LOC and on the IB in Jammu and Kashmir by using Israeli made concertina wires. The leadership of the rebel outfit is so much perturbed that it has stated that it is the collective responsibility of both Pakistani and Kashmiri leadership to foil the designs of India. Hizbul Mujahideen leadership feels enraged over India's plan to make infiltration of militants from across the border well nigh impossible and hence it wants others, especially Pakistan, to believe that the plan can have serious ramifications. Hence it deserves serious attention from Pakistan so that the plan was shelved before its implementation. Sitting in Muzaffarabad even the Chairman United Jehad Council,Syed Salahuddin, has urged Pakistan to initiate measures which could prevent India from raising what he called "great wall" on the border in Jammu and Kashmir. He has said that on the basis of reports he had received he would remind Pakistan that India has been constructing a great wall all around Kashmir and on experimental basis India has completed its work on a one kilometer stretch a bit inside the point of Ceasefire Line. Salahuddin said: "Unfortunately, India was allowed to construct the wall during Musharraf regime in Pakistan and it had a negative impact over the Kashmir Freedom Movement. Now the plan on which India is working needs to be resisted otherwise Kashmir will take the shape of Gaza Strip. He has appealed to the civil and armed leadership of Pakistan to make the Indian plot unsuccessful. Pakistan's silence over the issue will be taken as a support to the Indian plot and it will have serious consequences for the freedom struggle in Kashmir. Well raising a new border fence and strengthening the border embankment have no impact on the activities of separatists in Kashmir. It can simply raise fresh hurdles in the way of infiltrators who wish to cross into Kashmir and enhance the level of violence. Notwithstanding the fact that militant outfits have started enrolment drive within the Kashmir valley not much success has been achieved because local boys are reluctant to take guns in their hand. Hence separatists, Pak agencies and militants operating in Jammu and Kashmir believe that for raising the level of violence they have to depend on infiltration of militants from across the LOC and the IB. This is the basic reason for voicing anger against fortifying the LOC and the IB against ingress. |
