RDD suffers brunt of Bukhari-Haq ego clash | | | Abodh Sharma ET Report jammu, Sept 7: War of ego between two Ministers of ruling coalition has jeopardized working of the Rural Development and Panchayati Raj. While precedence, propriety and norms have been forgone with impunity, confusion and anarchy have become the benchmarks of administration in the department. Sources disclose that bitter differences between Minister for RDD Abdul Haq Khan and Minister for PWD (R&B) Altaf Bukhari have now spilled out in the open and they are being manifested in the postings of Executive Engineers in the RDD, who are being used as pawns in the clash of their political heads. Sharp differences between the two Ministers are being attributed to their allegiance to two different power centers within the PDP. Abdul Haq Khan, Minister for RDD is reported to be close to PDD stalwart Muzaffar Hussain Beig, who is presently relegated to the margin of political activity in the state and has reportedly instructed his officers not to extend any cooperation to the officials and political workers close to Minister for PWD, Altaf Bukhari. Bukhari in turn has reportedly passed similar instructions to his men as well. The clash between the two Ministers came into public domain when the Department of Rural Development openly resented to the postings of Executive Engineers directly by the R&B department, rather than putting them at the disposal of the RDD for further posting. On 26.8.2015, Commissioner Secretary R&B posted 20 Executive Engineers and Incharge Executive Engineers to different places within RDD vide his office letter No. 214 PW(R&B) of 2015. While this move of the R&B department was against the norms of propriety, Under Secretary in department of Rural Development taking strong exception to the order of the R&B responded with a strong worded letter, directing repatriation of three incharge Executive Engineers back to R&B. However, interestingly, while the RDD repatriated these officers from R&B to their parent department, it retained engineers from PHE in its Rural Engineering Wing (REW), in clear departure from the precedence, bringing out the differences between two Ministers explicitly. In order to adjust officers from PHE in the REW and elbow out those from the R&B, RDD issued an order No. 230- RD&PR of 2015 dated 27.8.2015, shifting six of its own officers so that officers posted from PHE blocked the entry of officers from R&B. "Owing to this anarchy in the department, several districts are suffering and development activities have come to a standstill" stated an official of the department. It is pertinent to mention here that while engineering cadre of RDD is fading out, it gets its technical staff primarily from R&B, while non technical and administrative staff is fed to the department by GAD. |
