| P&DD ask departments to complete formulation of Annual Plan 2016-17 by end of third quarter | | | Akshay Azad

Jammu, Sept 7: Giving thrust to transparency initiatives and ensure implementation of development works as per submitted plan documents following the evolution of Niti Aayog, the Planning and Development Department (P&DD) has reportedly asked the administrative secretaries of all the government departments, to initiate and complete the formulation of Annual Plan 2016-17 by end of third quarter.
Sources in Jammu and Kashmir Planning and Development Department (P&DD) informed Early Times taking a turn from previous practice, in accordance to the fresh directions passed by Union government, the state government has directed the administrative secretaries of all the government departments to ensure initiation of formulation of Annual Plan 2016-17 by beginning of third quarter and also ensure completion in the same quarter.
"The directions were passed in view of the failure of government departments to present their annual plans to P&DD in time, forcing the department to extend the dates of annual plan discussion meetings", sources said, adding that though Planning Commission of India has been replaced by Niti Aayog but the practice of formulating annual plan was still continue as Union Finance department only sanctioned money as per the approved schemes.
They further said that the Union government has also made it clear to state government that the funds for only those schemes would be sanctioned, if same would be projected in the annual plan documents and same would be approved by Union government. "It is only to restrict the departments to divert funds, which is one of the tactic of departments to embezzle funds", sources said.
Sources in P&DD further informed that the Heads of all government departments were also asked to strengthen third party monitoring mechanism and surprise check of works under execution.
"The performance of Directors, shall in turn be assessed on the basis of cumulative performance of sub-ordinate offices, the tours undertake by them, the advisories and clarifications issued in a time bound manner and effective public grievance redressal mechanism", sources said.
An official in the P&DD, pleading anonymity said the administrative officers were also asked to ensure that the financial achievements, should commensurate with the physical achievements. "We are also asked to ensure that 1 percent of Plan funds are kept for e-governance, IT equipments and accessories. The officers along with team of officials, responsible for implementation of scheme should be identified well in advance and their particulars including their mobile numbers and their email addresses should be furnished to the Administrative departments as well", the official said, adding that this practice has been adopted to take action against the officials if found responsible for any irregularity in the implementation of scheme. |
