Employees on job to serve Ministers, bureaucrats only for maintenance’ upkeep | By choice Estates Department quarter holders neglected | | Early Times Report
Jammu, Sept 7: The Estates Department, Jammu and Kashmir that looks after the provisions of quarters and bungalows to certain segment that include the political, bureaucratic,VIP and other important citizen class of the state seems to be just another government institution that performs in rituals good, but remains least concerned to uphold the well being of government property. Since its inception in 1968 when Estates Department came into existence relieving the load of Housing Division of PWD (R&B) circle which used to cater to the needs of controlling government bungalows/buildings/quarters and commercial units, the institution over the years have turned more political-specific rather than disposing off the actual services needed to maintain the government structures. Many of the instances of its nonchalant and neglecting attributes brazenly showing up at the pivotal places within the Jammu city's confines could be found where the government structures of Estates Department owned by significant and prominent persons are putting up a picture of acute waste "There is no upkeep of these structures by the department as it behaves to have been relieved of its duty once such quarters or buildings are handed over to the concerned persons," said one of the government employee, putting up in a government quarter at Panjtirthi, wishing not to be named. He however added that maintenance and upkeep of the bungalows and quarters owned by the ministers, bureaucrats as well as the influential ones are done on the regular basis, but for the people belonging to other prominent segment as well as those who inhabit these quarters or bungalows for being the people from middle stratum are ignored on all fronts. " There had been a recent awakening in the department as it found the roof tins of certain quarters in Gandhinagar area worn out over the years and changed the same with new ones. Hardly a couple of months passed that the new tins got perforated and have turned useless," said a government bureaucrat residing in one of the quarters in the area. He rued that since his moving in the quarter, no enquiry has come from the department about the maintenance needs of the quarters despite number of request lying with them remaining unattended. " I do not rule out even the corruption in the department ," he admitted when asked about such menace prevalent in the department. Though no official from the Estates Department wanted to come on record to narrate the inside story, on anonymity some of the lower rung spilled the beans. "Entire system and structure of the organization is controlled by the ministerial and bureaucratic mafia on whose diktats the upper rung has to function. There is no transparency in the execution of the work and distribution of government structures to the right persons except to those who carry ministerial or a bureaucratic weight behind them," said one of the estates department's employee. He even said certain employees of the department are on the roll of ministers and bureaucrats for the upkeep and maintenance of their quarters and bungalows while others are being neglected with choice. The Estates department that came into being in 1962 was re-organized in 1972 and two posts of Deputy Director Estates Jammu and Srinagar were created. Both the Deputy Directors are divisional head who administer the Estates Department in both divisions. The maintenance and repairs of bungalows, quarters including civil secretariat is done by executive engineer estates division both Jammu and Srinagar and director estates is the head of the department. At present total 3167 quarters are in Jammu and 1248 in Srinagar are looked after by the Estates Department. The chief minister is the minister of incharge of Estates Department and principal secretary to HCM is the administrative head of the department. |
