HC directs Jammu SSP to file status report of SIT inquiry | Alleged murder at Ambaran | | Early Times Report Jammu, Sept 7: High court judge Tashi Rabstan has issued notices to state through the home commissioner, IGP, Jammu, SSP, Jammu and SIT through its incharge Mohan Lal Kaith, then SP rural. He also directed SSP Jammu to file status report of SIT inquiry in the light of HC order in a petition filed by Rattan Singh, son of Jamit Singh of Ambaran, Akhnoor. It was submitted that the petitioner's 31-year-old newly married son was murdered in cold blood on the night of April 25, 2013 at their village Ambaran and further submitted that earlier also the petitioner had approached the court vide writ petition titled Rattan Singh v/s state and others wherein he had sought constitution of a SIT of officers of professional repute and integrity to probe into the murder case of his son. On December 13, 2013 the high court had disposed of the petition directing IGP Jammu to constitute a SIT of some competent Officers, which was directed to be supervised by an officer of not below the rank of SP. It was directed that the investigation should be concluded without any undue delay. The petitioner then moved a representation to IGP, Jammuon December 23, 2013 for compliance of the high court judgment. The information under RTI was provided on 04.02.2014 wherein it was disclosed that an SIT has been constituted and directions have been issued to SSP Jammu to supervise the case personally and furnish progress/ status report on weekly basis to ZPHQ Jammu. The petitioner's counsel submitted that after its constitution, SIT had only once visited the village and till date had not even recorded any statement or registered an FIR. So much so that accused and her family had also left the village but SIT had neither made any effort of scientific investigations nor got conducted any polygraph or narco test of the accused. That neither the SIT has ever met the petitioner nor recorded any evidence/statements. Whenever the petitioner has visited the office incharge SIT either said respondent was not available or stood transferred. Therefore the petitioner is lurking form one office to another to know the status of the case. Though it was directed the investigation will be conducted without any undue delay, the respondents have virtually shut the file and conducted no investigation. On hearing the submissions, the court directed SSP Jammu to file the status of SIT probe. (JNF) |
