LADAKHIS - Proved their prudence once again & made the history

Ladakhis are very gentle, god fearing and Patriotic people of the state of Jammu and Kashmir. They are very close to the Nature. The inhabitants living therein Ladakh region are mostly Budhists. They worship Lord Budha . In these winter days they face lot of difficulties/hardships in passing their lives. They always have high and genuine expectations from the Rulers. I wrote an article on them about their valued participation in the Lok Sabha Elections 2014 under the caption "WISE ENOUGH" IN DECIONS MAKING and was published in this esteemed paper on December 31 , 2014.This time they have once again proved their prudence therebyparticipating in the recently held elections to Ladakh Autonomous Hill Development Council in large numbers . The turn out of voters in these elections remained to the order of 66 % +. As per the results declared on October 23, BJP secured two third majority in the house of 30 by getting the 18 seats in the LadakhAutonomous Hill Development Council (LAHDC)l. Indian National Congress (INC) could be able to win only five seats, National Conference (NC) bagged only two and whereas one seat stands captured by an Independent candidate. Elections were conducted for 26 seats as there is a provision for nomination of other governmental nominees on the LAHDCin the Rules. In the fray there were 90 candidates for the 26 seats in the house . Elections were held in a peaceful manner barring the Congress candidate - women tiff. Earlier LAHDC has been ruled by the INC three times out of four times. INC stands rooted out of power by the Lehites.PM Modi patted the Saffron leaders for the instant victory. INC faced the humiliating defeat in these elections as its sitting CEC RigzinSpalbar could not make the entry into the house. Unfortunate part of the story is that he remained victorious in the last four elections to LAHDC.
Now the BJP leaders and the elected Councilors would be in a position to contribute a lot for the overall development of their region as per their wishes without any hindrances as at the National level they themselves are at the helm of affairs . Certainly one major thing is there that there will not be any financial constraints this time .Earlier In the year 2014, the state of Jammu and Kashmir witnessed two Elections i.e. LokSabha and J&K Assembly . In 16th LOK SABHA Elections 2014 LadakhParliamentary seat was bagged by BJP by electing ThupstanChhewang as their Member of Parliament who contested his election on BJP ticket . Ladakhis had strengthened the hands of Bhai Narender Modi in forming the NDA led Government at the centrelast year and also shown their patriotism towards the Nation . In Lok Sabha elections, they have shown theirwisdom thereby leaving aside the petty state/ local issues but they preferred strong and progressive Government at the National level.
Earlier in the 15th LOK SABHA elections ,Ladakhis elected Haji Ghulam Hassan Khan as their MP who contested the election as an independent candidate on denial of mandate from the National Conference . After the election he returned back to the NC fold again. But at the same time when the time of State Assembly Elections came they gave due concentration and weight age to the local issues facing the state and their locality. Now by strengthening the hands of Narender Modi, they want to see their dreams achieved by exerting due and just genuine pressure on the Prime Minister of the Country to accede to their genuine demand of UT status. Giving a chance to the BJP led National Government at the Centre ,they took a wise decision in totality for achieving their goal of acquiring UT Status.
Since my focus in this article is about prudence/ wisdom of Ladakhis in decisions making , it becomes obligatory on my part to give some relevant information's to the readers aboutLadakh.
In 1995, the Union Government approved the formation of the Ladakh Autonomous Hill Development Council which gave Ladakhis in Leh District some Administrative and Financial powers to develop the old and rich culture in this far of region in yhecountry. Dominated by Muslims, Ladakhis felt that they were neglected and demanded a UT Status to be governed directly from New Delhi.
Prior to 1979 Ladakh was one District. Two districts were created and named as Lej and Kargil . For achieving the goal of Streamlined development of both the districts , they demanded the UT Status for Ladakh.
Ladakh is a lovely place to see. Its subjects are very close to the nature. Bounded by the Karakoram and Himalayan mountains Ladakh is the largest province of the State of Jammu and Kashmir. The land scape of Ladakh, a high altitude desert, is designed by crazy barren cliffs and plateaus. Ladakhis a favourite among adventure sports, enthusiasts, offering unique adventures in trekking, mountaineering and white water rafting . While rafting options are available on Indus and ZanskarRivers , the Zanskar course is more difficult and exciting and a lot more… One can witness the best samples of the regions performing Arts,Archery contents and the Ladakh Polo Cup.
This time their mandate to BJP whole heartedly in LAHDC elections is a clearcut signal that they are for attaining the status of Union Territory under the able leadership of Bhai Narender Modi.Pertinent to mention that our Country is a federal Country comprising of 29 States and Seven beautiful Union Territories. The seven Union Territories are namely as:-
1.NCT - Delhi
2.Chandigarh
3.Pondicherry
4.Daman and Diu- Daman
5.Andaman and Nicobar Islands- Port Blair
6.Dadar Nagar Havelli- Silvasaa
7.Lakshadweep-Kavaratti
Union Territory is a type of Administrative Division in the Federal Republic of India. Unlike States, which have their own elected Governments, Union Territories are ruled directly by the Union of India. This is why these are named as Union Territories (UTs)by definition. Alternatively ,UTs also have the options of having a Legislature with elected members and a Chief Minister as in the case of Delhi and Pondicherry. ThePresident of india appoints an Administrator or Lt. Governor for each Union Territory.
Union Territories have special rights and status due to their constitutional formation and development. The status of UT may be assigned to an Indian sub-jurisdiction for reason such as safe guarding the rights of indigenous cultures averting political turmoil related to mater of governance. The Union Government and the Union territories form a part of the Skeletal Structure of the Indian Republic. The UTs are under direct Administrative Rule of the Central Government with its Centre at Capital City of Delhi. The GOI and the UTs are notionally administered by the President of India who delegates the practical aspects of his/her administrative responsibilities to an Administrator specifically appointed for a specifically appointed for a specific UT. The Administrator of each Ut has a functional responsibility independent of his peer Administrators in other UTs. Union Territories are further subdivided into smaller administrative Blocks for effective governance. Village in the are form the 'Nucleus'of Administration. Each has a Administrative Gram Panchayat. A Gram Panchayat may have administrative control of no. of villages.The President is the Constitutional Head of the Executive of Indian republic. The UTs are under the direct administrative jurisdiction of the President of India with its HQr. In lok Sabha Elections they have shown their wisdom thereby leaving aside the petty state issues. Their demand for granting UT status to Ladakhis is just genuine and pending since long . Now by strengthening the hands of Narender Bhai Modi, they want to see their dreams fulfilled by exerting due and just genuine pressure on the PrimeMinister of the County to accede to their genuine demand of Granting UT status to Ladakh. Their demand for UT status to Ladakh is based on the following reasonings:-
1) They want that they should directly be governed by the Government of India, New Delhi owing to the reason that they want the regular and un- interrupted liberal funding from the Central Government for overall development of their region which faced/ still facing the discriminatory treatment at the hands of J&K Government.
2) There should not be any interference from the J&K Government at all in their areas/region owing to the reason that in the past they have been ditched/dodged and discriminated extensively.
Their demand is just genuine and based on some fundamentals They are demanding the UT Status for Ladakhfor the following reasons:-
A.They want that they should directly be governed by the GOI, New Delhi owing to reason thatthey want the regular and un interrupted liberal funding from the central government for overall development of their region which faced / still facing discriminatory treatment at the hands of Jammu and Kashmir Government.
B. There should not be any interference from the J&K Government at all in thei areas/ region owing to the reason that in the past they have been ditched and discriminated fully . After studying the thingsin depthly particularly Ladakh and its Subjects One can reach at this conclusion that the people of the land are very sharp and intelligent, talented and well aware. in analyzing the things in the right perspective They know very well -
When to rise ? When to fight? When to act upon ?and When to en cash the things in their just and genuine interests?.
It is anticipated in the right earnest that the Present Prime Minister Narender Bhai Modi would certainly agree for granting of Union Territory Status to Ladakh.
