LAWDA turns Shalimar into dumping ground, locals mull to sue Deptt

Srinagar, Nov 4: As the dumping of sludge and filth by Lakes and Waterways Development Authorities (LAWDA) continues at Foreshore road near Shalimar crossing , the local residents are planning to sue the department (LAWDA) for not halting its illegal practice.
The local residents while talking to Early Times said that they would sue the department for its inefficiency as they continue to send at least 10 to 12 tankers filled with dirt, filth and sludge which is dumped at Shaath Mohalla Shalimar on the banks of Dal Lake. "The LAWDA is supposed to keep Dal lake clean and its mandate is to act against the violators, but it is pathetic to see that this organization is itself destroying the Dal lake. The filth is dumped in vicinity of Shamilar bagh which is more hazardous to people as well as for agriculture, we will now drag these people into the court of law "said Manzoor Ahmad of Shalimar
Earlier the Lakes and Water Ways Development Authority (LAWDA) Srinagar was caught on the wrong foot by some RTI Activists as the information provided by LAWDA to them under Right to Information Act (RTI) had exposed the LAWDA for dumping sludge on the banks of Dal Lake. Early Times had filed a detailed story on this issue a few weeks back. The documents available with Early Times, reveal that LWDA in its reply under office letter No: LDA/518/4843 Dated: 14.10.2015 had told an information seeker that department would provide information separately when the reason was sought about LWDA vehicles dumping all the filth , sludge near banks of Dal Lake on foreshore road (Shalimar Crossing).
"We have filmed/photographed the trucks ,vehicles dumping the sludge near the banks of the Dal lake and this process is continuing for the past 4 years, we will now knock the doors of Judiciary as the Government seems to be unmoved about the illegal dumping of sludge by LAWDA "said Dr Mushtaq Khan a senior ,member of Jammu Kashmir RTI Movement. In an RTI about the functioning of the Sewerage Treatment Plants (STP's), the LWDA officials have told the information seeker Dr Raja Muzaffar Bhat that all STP's are operational , but the activists allege that this is wrong and misleading information. Dr Mushtaq Khan who has been working on this issue from last few years says that he has videos with him which prove that STP's are defunct. "Had the STP's been working why would LWDA tucks and tankers dump all the filth and sludge near Dal Laks banks at Shalimar? The LAWDA collect all the sludge from STPS's and throw it near Shalimar, why did Government spent crores of rupees on the construction of these STP's. We now have only hope that is from Judiciary and very soon we will move to J&K High Court to seek their intervention? "said Umar Javaid an RTI activist. As the continuous flow of sewage into the Dal had drastically affected the flora and fauna, the Government in the year 2000 had decided to construct STPs around the Dal lake to save it from further deterioration. The Lakes & WaterWays Development Authority (LAWDA) sublet the job of constructing three STP's on the banks of Dal Lake at Hazratbal, Laam and Habak to a Delhi-based firm at a cost of Rs 8.90 crores with a target to reduce 90 percent nutrient load to facilitate flow of treated effluent into Dal lake.
