Huge pilferage in ICDS, mid-day meal schemes in State | | | Early Times Report JAMMU, Nov 16: With the successive governments' failure to maintain proper vigil and check, the mid day meal scheme and Anganwari Schemes of the GoI have turned scandalous in J&K State with major chunk of funds earmarked for the same being siphoned off at higher level at the peril of these schemes. According to sources, the ICDS scheme which is in force in the State since seventies has been a big scandal as it has failed to percolate to the deserving. The material meant for the children under the scheme is either sold in black in the market or taken away the officials to their homes. Sources said that booty is shared by officials from helpers to highest level in the Civil Secretariat while on ground the poor people fail to get its advantage. Sources said same is the fate of mid day meal scheme in Government schools where the number of students has also decreased as people prefer to send their wards to private educational institutions. Besides, maximum Anganwari centres are defunct as they have no roll and still the nutritious diet is supplied to them by the Government and this all goes down the drain as there exists a nexus between the officials of the Anganwari centres and higher authorities. Sources said some officials and officers in the Department are perturbed after the Minister of Forests and Social Welfare Bali Bhagat ordered a probe through vigilance in the functioning of ICDS "These centres exist in those areas also where they are not needed ", sources added. Sources said the centers should have been established only in such localities where the BPL people live and also the government should ensure through gram sevaks and Panchayats that there is proper enrolment of the children in these centres, sources added. Sources said that till date the Government failed to maintain a proper check on the same and in case the present establishment takes an initiative the State exchequer will be saved from a huge loss otherwise the entire money given as aid for running the ICDS centers in the State goes down the drain. Insiders aver that present position in these ICDS centres is such that even the people living in slums do not like to send their children to these centres. In case there is no proper motivation and people are unwilling to send their wards to these centers there is no fun of opening these schemes and it seems that GoI was misled by the successive State governments in this regard, sources added. |
