| No transfer policy for police officers close to babus in Raj Bhawan, Secretariat | | | Syed Junaid Hashmi

JAMMU, Dec 4: Proximity to the highest corridors of power does make a lot of difference in J&K especially if the department concerned is police.
Though a lot had been heard about influence of people close to power corridors in Civil Secretariat and Raj Bhawan are seeking its pound of flesh in the transfer and posting of gazetted officials especially wives and relatives of officers serving in the Governor's secretariat.
According to official records available with Early Times, a top police official posted at Raj Bhawan is one such example.
Police official's wife, who is actually a lecturer in Education subject, prefers not to move an inch out of Jammu city. As and when she is transferred, she either manages to the transfer order modified within hours or goes on leave till her order is not modified. Without digging too much into the her previous postings, Early Times found out that in the latest instance she was transferred from Deputy Director (DD) Academics in Jammu and Kashmir Board of School Education (BOSE) Rehari and posted as Principal Government Higher Secondary School (GHSS) Pargwal.
Sources said that she went on leave until her order was modified and she was posted as Principal Government Higher Secondary School (GHSS) Sarwal. Prior to this, she was transferred vide Govt. order no.153-Edu of 2013 Dated 13-02-2013 from Government Higher Secondary School (GHSS) Mubarak Mandi and posted as In-charge Principal GHSS Dansal. She did not join and went on leave, until her order was modified and she was posted as Incharge Academic Officer BOSE where she was later made Deputy Director Academics.
If the sources are to be believed, ex-Principal Secretary to Governor played an important role in ensuring that Police official's wife is posted within Jammu city. They added that he managed to get her posted in J&K Board of School Education through then Secretary Education.
Sources further said that Police officer has been using good office of Governor's secretariat to ensure her wife is not shifted out of Jammu city.
Sources further said that this is not the lone case where influence of police officers has worked wonders but in almost all the cases where spouses and close relatives of police officers are working in the education department, citing one or other reason, it is ensured that they remain posted within Jammu city and are not shifted out. Education department does have data available with it about the relatives and spouses of police officers who are shifted from one school to the other within 500 meters of Jammu city but not posted outside.
Sources further said that in certain cases, records bear testimony to the fact that a female lecturer was transferred almost seven times within one month just because she did not like the place where she was posted. They added that the stick is applied either to settle scores with political opponents or harass individuals fighting against the corrupt system. "Ex-DSE Jammu was shifted just because she had begun objecting to choice postings of influential Babus, Mantris and Santris for their wives and relatives," said an official of DSE.
He added that education department should dig deep and try to find out who all are being given choice postings one after the other just because they are well-connected and have their husbands working on important positions in police and administration. "Security risk is one such drama that is enacted often. What risk is there in places located within 15 to 30 kilometres of Jammu city? Yet they do not go. They use all offices to get their orders modified. This is unfortunate and should change but there is little or no hope," added another official in DSE Jammu. |
