Bungling, irregularities in JDA | SVC grants 4-week time to HUDD spl secy for report | | Early Times Report
Jammu, Dec 14: The State Vigilance Commission (SVC) today granted four weeks time for submission of report to the housing and urban development department (HUDD) vis-a-vis a complaint pending against JDA vice-chairman with the commission. While the proceedings on the complaint against JDA VC in connection with illegal allotment of land and regularisation of some contractual employees in violation of the standing rules and norms were in progress, HUDD special secretary appeared before the commission and sought some more time for submission of the report in order to clarify the observations made by the commission. The SVC observed that the HUDD secretary, instead of enquiring into the matter at his level, had forwarded the report submitted to him by JDA VC sans endorsing his remarks. The report reveals a series of bunglings and misdeeds committed by an ex-VC of JDA, including allotment of 250 kanals of land to Krishna Hari Nand (KHN) Memorial Trust in 1994 without government approval. The lease deed in such allotment was subject to permission of Medical Council of India for setting up a Medical College which was not granted, nevertheless, the land has been allotted to KHN Memorial Trust. In addition, the said trust had raised construction in violation of the approved plan despite the fact that the sanction earlier granted to the trust had already been cancelled. Further, the report reveals that services of some contractual employees had been regularised in violation of the standing rules and norms which depicts lack of transparency and accountability in JDA and the mala-fide intentions of ex-VC of JDA. It is worth to mention here that SVC, in its previous order, had directed HUDD special secretary to appear in person along with the report in the matter. Today, when the case came up for hearing, the special secretary requested for grant of some more time for submission of report.
