Misuse of SRE funds by Estates: Nexus between officials, hoteliers in Srinagar | | | Early Times Report
Jammu, Dec 14: Corruption continues to rule roost in Estate department belittling the claims of the government to make the system transparent. The J&K's Estates Department is allegedly indulging in gross discrepancies and more than that employees from Jammu region are facing discrimination. There is no record or any norm for huge expenditure of SRE funds by the Director spent on scores of hotels in Srinagar in contrast to none in Jammu. The facilities for stay and accommodation of non-move employees in Srinagar is in place for years whereas it has been unjustifiably denied to this class of employees hailing from Jammu region when Durbar shifts to winter capital. Sources said there is alleged strong nexus between the Estates Department and hoteliers in Srinagar and the officials of this department have remained unnoticed or simply ignored by the authorities over the years which has allowed this nexus to flourish. While the Estates Department overlooking the set rules makes available hotel facilities for non-move employees from various districts of Kashmir in Srinagar, there is no such provision for Secretariat employees in the same category coming from different districts of Jammu province, sources said adding that this brings to fore discrimination with Jammu on yet another front. Moreover, the hotel rooms so allotted to the employees are sublet to their kin or relatives for most of the months, said the sources elaborating on gross irregularities in the arrangement by the Estates officials. However, most blatant and brazen aspect of the misuse of SRE funds by the Estates Department remains that only a particular section of the 'identified' hoteliers stand benefited and these hotels remain occupied for entire year, earning a huge revenue by the system put in place by the authorities, said the sources. No criteria exists for choosing the hotels with adequate facilities. There is a well spread yet clandestine system of commissioning in place which accrue huge gains to those at the helm, said the sources. This nexus was sought to be smashed many times by other hoteliers in Srinagar, said the sources adding that recently they gave a memorandum to the government that hotels in Srinagar be booked on rotational basis and the present system of extending benefit to selected ones should be stopped. However, this has not made any change on the scene, said the sources adding that those engaged for years are continuing with the system. There was an outcry from Jammu based hoteliers who raised their voice against the Estates Department for having chosen a selected few in the city for accommodation of Move employees and officials for whom the government accommodation falls short during winter months. There is a growing demand from not just the Non Move Employees from other districts of Jammu working in the Secretariat that accommodation be made available to them on the similar pattern of their Kashmir counterparts, but also from the hoteliers of Jammu that benefits of revenue must reach to them as well which Srinagar hoteliers have grabbed and gulped over the last three decades under SRE. |
