'Backdoor appointments', violation of building norms in 2 MCs | ULB Directorate forms committee to find out irregularities | | Early Times Report Jammu, Dec 15: To dig into the allegations against an executive officer (EO) that he has made backdoor appointments in Municipal Committee (MC), Gulmarg, and issued building permissions in violation of the government norms in Budgam MC, ULB (Urban Local Bodies) directorate has constituted a committee. The committee would bring out correct facts of the case after holding an inquiry in accordance with the prescribed procedure and also ensure an impartial and fair hearing to the charged official. The need to constitute it was necessitated following the receipt of repeated complaints in this context against the EO from Gulmarg Bachav Committee and inhabitants of Budgam town. The ULB director, Kashmir, formed the committee on August 11, 2015 vide his office letter No DULB/ESTT/953-II/216 which says: "Consequent upon the receipt of complaints from Gulmarg Bachav Committee and inhabitants of Budgam, sanction is hereby accorded to the constitution of committee to enquire into the complaints regarding the allegations of illegal appointments made in MC, Tangmarg/Gulmarg and Kunzer and the building permissions issued in MC, Budgam, and MC, Tangmarg, in violation of rules by Ghulam Rasool Shah during his posting as incharge EO, MC Tangmarg/Gulmarg/Kunzer, and MC, Budgam." The committee members included accounts officer, ULB directorate, Kashmir, section officer, ULB, Kashmir, and EO of municipal committee, Ganderbal. "Incharge EO, MC, Budgam, and incharge EO, MC, Tangmarg/Kunzer, shall be the presenting officers of the inquiry," the letter says. While the order said that the committee would submit its report along with specific recommendations in the matter within one month, it was yet not known if it had actually completed the probe and submitted the report to the authority concerned or was still working on the case. In a separate letter submitted to the housing and urban development minister through one Ali Mohammad, the Gulmarg Bachav Committee alleged that at least 35 persons had been appointed by the EO in MC, Tangmarg/Gulmarg through backdoor. A toilet block was also removed at Gulmarg and allotted to a businessman of Kandhama, Berwah, where the latter had now constructed a shopping complex, the committee alleged. The committee also claims to have submitted to the minister a list of those who have allegedly been appointed from the backdoor. In the letter, an appeal has also been made to the minister to take the matter on priority and order a probe to bring the facts to light. |
