Jammu, Dec 23: : Introduced in J&K by then chief minister Omar Abdullah, the e-governance seems confined to get little-bit information regarding any department, as repeated orders issued by General Administration Department asking various department to disclose information voluntarily in state. Paradoxically, the initiative taken to bring transparency ingovernance, but after around six years, when e-governance begun in state, most of the departments had not made available contact number of top babus on their respective websites. According to copy officials communiqué available with Early Times the GAD has repeatedly directed asked all departments to make their information available under right to information act on their respective website. "Instructions have time and again been issued to ensure voluntary disclosure of the information in term of section 4(1) (b) of the Jammu and Kashmir Right Information Act, 2009. However, it has been observed the most of the departments are still deficient with regard to hosting the requisite information on their official websites and, in some cases, the official websites are not being updated on a regular bases. Besides, some departments still have not launched their official websites", circular number 25-GAD, 2015 read. "All Financial Commissioners, Chairman, J&K Special Tribunal, Director General of Police, All Principal Secretaries to the Government, Principal Secretary to Chief Minister, Principal Secretary to Governor, Principal Resident Commissioner, J&K Government, Divisional Commissioners Jammu, Kashmir, Director of Vigilance and heads of other department were asked to voluntarily disclosed information through the circular. It is pertinent to mention here that the most of the departments have not made available mobile numbers top babus on their website. "Anti graft agencies of state have not made available contact information (mobile numbers) of officers on their websites. Similarly, police department has also not uploaded mobile numbers of officer on websites, so that one can easily access contact number of officer to share any information", said an bureaucrat, whishing not be named. He further said that though it had been clearly mentioned in circulars issued by GAD to upload information furnished through RTI on websites, also but same has not taken place yet. "It reduces, work if information furnished once, be made available on websites, but it seems to shield black-sheep the steps are not being taken", he opined. |
