Boniyar block of Baramulla district afflicted by many ills, medically 'backward' block | | | S Tahir-ul Haq

BARAMULLA, Dec 24 : Despite the tall claims of state government that sufficient manpower would be provided to health institutions across the state, new type PHCs are without medical staff since their inauguration. As such rural masses suffer a lot for want of medical facilities. Sources said that New Type Primary Health Centers (NTPHC) created in far flung areas of Jammu & Kashmir have failed to serve their purpose and as such most of the rural populace have been left on the mercy of God for want of better medical facilities round the clock. Dozens of villages in Block Medical Office Boniyar, including Mohra, Trikanjan, Kamalkote, Dachi, Bemiyar, Phelipora and its adjoining areas are suffering badly for want of medical facilities and authorities have become mere spectators and are showing them green meadows, instead of helping them, said sources. Retired ZEO Ijara, Sonaullah Parray told Early Times, "all the new type PHCs in Boniyar block are dysfunctional since their inauguration and worth rupees in crores have been put to doldrums and is a big loss to the state exchequer." Even after having the necessary infrastructure, this health centre is without medical staff since 2009. People had seen a ray of hope after a building for primary health center was constructed, but the dream has never come true so far, said Parray. Sarpanch of Ijara, Rouf Khan said there is only one Multi-Purpose Health Worker (MPHW), Shahida Khanum 58, and one part time sweeper who does all work which they were not supposed to do, and even though sometimes they prescribe the medicine to patients. "Successive legislators of Uri Assembly Constituency had promised to us that they will provide better health care facility but nothing has done so far, except hollow promises from time to time," said Rouf. Block Medical Officer Boniyar, Dr Asif said that about six years ago, the government had upgraded this Sub Centre to new type of PHC and they were supposed to provide 24*7 medical facilities. He said that there is a severe dearth of medical staff at the moment across the Block. When contacted Director Health Services Kashmir, Dr Sameer Mattoo admitted that there is no staff for NTPHCs. He said the department is facing severe shortage of doctors adding he is clueless as how to bridge the demand and availability gap. Pertinently the Primary Health Centre building was formally inaugurated by then Minister for PHE, Irrigation and Flood Control, Taj Mohi-Ud Din in 2009 and the foundation stone of PHC building was laid in 2007. |
