309 corruption cases under probe in anti-graft bodies
Most of the accused babus include IAS, IPS, KAS officers

Srinagar, Dec 24: Around 309 corruption cases are being probed by the State Vigilance Organisation (SVO) and the State Vigilance Commission (SVC). The highest number of complaints have been filed against the Revenue department.
The SVC has also received 875 complaints since January 2015, of which 552 were heard and disposed off while the remaining 305 complaints are under adjudication.
Many of the accused bureaucrats include IAS, IPS, KAS and other officers holding plum postings in various departments despite facing probe in corruption cases.
Sources in the government said that the corruption was a major challenge in the state with various anti-graft agencies receiving complaints on routine bases. "Corruption is a major challenge for the government and its adverse effects on the society cannot be underestimated. In solving pending cases collection of relevant records required in investigation takes a lot of time," one of the senior officials of the government said.
Sources said that besides the cases which are under investigation with the State Vigilance Organization and SVC, major chunk of the crime and corruption cases are also under investigation with Crime Branch.
Sources said that the Inspector General of Crime Branch Munner Ahmad Khan has asked officials to fasten the investigations in the cases registered in crime.
However sources said that the investigations and proceedings are in slow pace in the vigilance as it is presently headless.
Sources said that the government has not shown any keen interest in the posting of the Director Vigilance Organization.
If sources are to be believed then one of the senior bureaucrats in the government is proposing posting of senior ranking police officers of his choice to the post.
However one of the top officers of the government said that the instructions have been issued by the government to all the anti graft agencies to conclude all the pending regular departmental action against the delinquent public servant expeditiously. "Instructions have been also given to all anti graft bodies to curb the menace of corruption by concluding all pending cases with them in a time bound manner," the official said.
According to official data of the government complaints were filed against the ex minister S.S Salathia and Subash singh contractor of Vijaypur for encroachment of state land which is under probe, similarly the complaint was filed against Ashok Gupta, Dy-Director Floriculture Jammu for disproportionate assests, Iftikhar Ahmad Hakim, Chief Town planner Srinagar, for embezzlement through fraudulent withdrawal of lacs of rupees as excess salaries, Altaf Ahmad Bhat, Dy, Register, Kashmir University for land acquisition fraud in Kashmir university, Director CA&PD Kashmir and others for misappropriation of Kerosene Oil by selling in black market.
The SVO has also received a complaint on August 13 against then Relief Commissioner for misappropriation of funds meant for construction of two room tenements.
The case is under vigilance probe.
On August 18, a complaint was received against Ghulam Nabi Balwan Addl District Development Commissioner Jammu for disproportionate assets.
Mumtaz Ali, Addl Deputy Commissioner Poonch has been accused for issuing fake cheques to 29 persons without any loss for which the SVO received a complaint on September 22.
A complaint was received on January 1 against Abdul Majeed Mir IAS, Custodian General J&K for allegedly misusing official position by allotting evacuee property to undeserving persons.
On January 14, a complaint was lodged against Bashir Sheikh Dy Director Feed and Fodder, Animal Sheep Husbandry Department Kashmir for allegedly extorting money from casual labours and other subordinate staff.
The SVO received a complaint on January 19 against Chief Education Officer Srinagar accused for making illegal appointment of Class IV employees.
A complaint was received on May 7 against Dilshad Khan IAS Transport Commissioner for allegedly delaying in issuance of already sanctioned route permits.
Mohammad Aslam Bhat MD J&K State Cooperative Agriculture and RD Bank have been accused for making illegal appointments and embezzlement of public money and the SVO received a complaint on May 6.
On May 5, the SVO received a complaint against Director SKIMS Dr Showkat Ali Zargar for allegedly making illegal appointment of more than 100 Class IV employees.
Principle Dental College Dr Reyaz Farooq is accused of disproportionate assets and complaint was received on May 25 against him.
On July 7, a complaint was received against Director Technical Education accused of large scale bungling in installing solar power systems in 19 ITIs of J&K.
In a complaint that SVO received on July 29, Assistant Director Handloom Development Department Ganderbal has been accused for allotment of contract issued to blue eyed persons.
Deputy General Manager JKPCC has been accused in a complaint on September 3 for double payments made to contractors for construction of shopping complex.
Mushtaq Ahmad Samnani, personnel officer Director School Education Kashmir has been accused for disproportionate assets. Riyaz Ahmad Malik, Manager Gulmarg Gandola Project is facing probe in disproportionate assets.
Mohammad Qasim, Ex-Chief Engineer PDD is accused of disproportionate assets.
Ghulam Mohammad Bhat, Executive Engineer is facing probe for disproportionate assets. Z A Chat, former Executive Director J&K SPDC is facing charges for allotment of contractors to the blue eyed persons.
Besides these, there are scores of other officials who are facing corruption charges and are under the investigation of the Vigilance department.
Sources said that most of the other cases are under investigation from the past few years. "We have also produced charge-sheets (Challan) of many cases in various Anti-Corruption Courts of the state during the year 2015," source in the vigilance said.
The official said that most of the departments are reluctant in sharing case history of the accused. "As a result the cases gather dust and accused roam free," the official said, adding that delaying tactics by concerned departments is adding to woes of SVO.
